    Realizarea dreptului la fericire prin prisma dreptului la asistență personală a persoanelor cu dizabilități [Articol]

    Deși încă în Vechiul Testament se abordează fericirea, secolul XXI este marcat de promovarea acestui concept din perspectivă juridică. Dreptul la fericire îmbină în sine elemente de bunăstare economică, socială etc. și este promovat la nivelul structurilor internaționale. O deosebită importanță în tot acest proces, o au documentele de politici publice, care identifică mecanisme de realizare a drepturilor omului prin prisma dreptului la fericire. Un loc aparte o au drepturile persoanelor sau familiilor aflate într-o situație de risc social, printre care se identifică persoanele cu dizabilități, care de asemenea, au dreptul la fericire. Pentru realizarea acestui drept este necesară implicarea eficientă a structurilor statale și nestatale competente în domeniul protecției sociale a persoanelor cu dizabilități. De asemenea, prioritățile evidențiate pe acest segment, trebuie să constituie prevederi ale documentelor de politici publice.

    Esența reformei sistemului de asistență socială (restart) [Articol]

    The reform of the social assistance system, which is taking place in the Republic of Moldova, aims to improve the mechanisms for providing benefits and social services. At the current stage, the system of social services offered in the Republic of Moldova is uneven, which does not always identify potential beneficiaries. In order to identify the essence of this process, we established several objectives: establishing the negative aspects faced by the social assistance system at the current stage; highlighting the actions that need to be taken and identifying the expected results. To achieve these objectives, several research methods were used: synthesis, analysis, statistics.

    Unele reflecții privind particularităţile juridice ale asistenţei sociale în Republica Moldova [Articol]

    In the conducted research, the legal features of social assistance in the Republic of Moldova were identified and highlighted the importance of this law institution in the harmonious development of any society. Moreover, the impact of social policies on the living standards of social assistance beneficiaries and their development prospects according to the social standards established at international level were assessed.

    Prezentul articol cuprinde o analiză complexă a sistemului de servicii sociale prestate în Republica Moldova. În acest context, s-a efectuat o cercetare amplă a definițiilor, trăsăturilor caracteristice, precum şi a scopului urmărit de autorităţile publice în procesul acordării serviciilor sociale primare, specializate şi cu specializare înaltă. De asemenea au fost examinate aspectle ce ţin de dezvoltarea şi perfecţionarea tipurilor de servicii sociale şi necesitatea prestării unor servicii sociale accesibile persoanelor aflate în dificultate.

    Competențe instituționale în domeniul serviciilor de asistență socială [Articol]

    The field of social assistance is one which in the last decades in the Republic of Moldova is quite often referred to. Taken from several perspectives, this is regarded as: activity / form of social protection organization; all the state and non-state institutions that carry out certain activities in favour of the vulnerable person or groups; independent science; legal institution of the branch of social protection law. Next we aim to determine institutional competences in the field of social assistance services both at central and local level.
