    The approach to public policies from the perspective of systemic political science encompasses two main intellectual traditions: the American actionalism / communitarianism and the European institutionalism / etatism. The development of the concept of public policy is currently marked by the challenges of globalisation and the emergence of non-state political, economic and social stakeholders that are more and more involved in community developmentprocesses.
