Item Diapazonul comunicațional al mass-mediei în reflectarea integrării europene a Republicii Moldova(CEP USM, 2024) Lescu, MihaiÎn acest articol autorul examinează activitatea mass-mediei privind reflectarea drumului european al Republicii Moldova de la obținerea independenței, care, datorită conjuncturii geopolitice din ultimii ani, de rând cu Ucraina, a obținut statut de țară-candidat în UE. Autorul evidențiază cauzele ce au condus la faptul că de-a lungul anilor Republica Moldova a avut și ratări în privința implementării angajamentelor de integrare, chiar dacă mass-media de la noi ani la rând reflectă obiectiv și multiaspectual această problematică. Analiza îi permite autorului să facă propuneri concrete privind redresarea situației în domeniul mediatizării problematicii integrării europene, în ajunul Referendumului din 20 octombrie 2024 pentru modificarea Constituției în vederea aderării Republicii Moldova la UE.Item Approaches regarding the blogging phenomenon in professional journalism(CEP USM, 2024) Rusnac, LudmilaThe media industry has always been in step with the times and advances in technology and must continuously expand its possibilities and working tools. Currently, journalists tend to assimilate new information processing programs, to have text drafting and layout skills, to apply interactive methods in their contents. Although blogs are becoming more and more popular year by year and partially perform more media functions, still, in a professional sense, blogging activity cannot be considered journalism in the true sense of the word. It is worth mentioning that both the traditional professional activities and those carried out by the journalist on the professional blog have as their purpose the formation and influencing of public opinion, but also of the public agenda and, in this context, must be carried out responsibly, following certain rules and complying with certain requirements, including standards of objectivity.Item Competențele tehnologice ale jurnalistului digital(CEP USM, 2024) Fiodorov, IlincaIn the context of the digitalization of the contemporary media environment, journalists must possess technological skills alongside traditional writing and research abilities. Journalists need to be prepared for adaptability to rapid industry changes, including new forms of content distribution and interaction with sources and the online audience.Item Protecția minorilor în spațiul mediatic offline și online(CEP USM, 2024) Tacu, MarianaThe protection of minors in the offline and online media space requires an integrated approach, based on regulatory and legal frameworks, protective technologies, and continuous education. Authorities, educational institutions, media, and parents must systematically collaborate to create a safe environment conducive to the healthy development of children and adolescents. The multifaceted approach to this subject offers a complex perspective on children, as consumers of information, users of online platforms, but also protagonists in press materials. In all cases, adherence to regulatory and legal frameworks is necessary, according to which the best interest of the child is a fundamental principle guiding all decisions and actions affecting children, whether these take place in the legal, social, educational, or media spheres.Item Dimensiunile valorice ale realpolitik-ului ca obiect de reflectare mediatică(CEP USM, 2024) Stepanov, GeorgetaThe mass media do not automatically reproduce political reality. By analyzing, explaining and interpreting political practice and processes, they directly contribute to the maintenance, correction and development of realpolitik. In this aspect, the media plays a binary role in society: on the one hand, it reflects realpolitik, and on the other hand, it creates it. Or, the consciousness and political culture of the masses, the quality of political practice, the degree of efficiency of political processes, the state of spirit in society, etc. - they all depend on the way the press approaches the political reality, on the emphasis it places in the context of the era. As a maker of politics, the mass media, along with other political institutions and power structures, is responsible for the political phenomena, processes and transformations that take place in society. The construction of realpolitik through the mass media can be achieved by capitalizing on the potential of reflecting political institutions, processes and products, but also by capitalizing on advertising space. And in one case and another, the interest in collaboration of these two actors – the mass media and the politician – is mutual. The mass media obtains either economic advantages or topics of public interest, which can contribute to increasing circulations/audiences and, respectively, to increasing its influence and impact on the masses, and the politician obtains an effective dissemination tool, in a way quickly, of information to the widest possible audience.Item PROFILUL IDENTITAR AL JURNALISTULUI ÎN ERA DIGITALĂ(CEP USM, 2024) Fiodorov, IlincaThe identity of the contemporary journalist is a subject of significant interest in scientific research, as it reflects the profound changes in the field of mass media in recent decades. In addition to traditional skills such as writing and research, journalists are compelled to acquire technological skills such as data processing, understanding fundamental coding elements, and using digital tools for production and distribution.Item СОБЛЮДЕНИЕ НОРМ ЗАЩИТЫ ПРАВ ЧЕЛОВЕКА ПРИ РЕГЛАМЕНТИРОВАНИИ ДЕЯТЕЛЬНОСТИ СМИ НАЦИОНАЛЬНЫХ МЕНЬШИНСТВ В РЕСПУБЛИКЕ МОЛДОВА(CEP USM, 2024) Пахомова, ЕленаNational minority media are the most vulnerable in the media market. Their characteristics are an advantage for the target audience (language, subject matter, region of distribution or broadcasting) and a disadvantage for advertisers (languages of limited groups, narrow subject matter, small region of distribution). Such media should be assessed from two perspectives: the functioning of the media itself and the protection of human rights in the context of national minorities. This rule is guided by international organizations and structures that constantly conduct comprehensive monitoring of the situation in individual countries, including the Republic of Moldova. The results of their work are periodic recommendations to the states to create their own system of support for these media, development of additional, clarifying documents, taking into account the current situation in the countries and regions. The legislation of the Republic of Moldova does not fully, but partially takes into account the proposed norms. New information technologies have turned the old system of “information and propaganda” upside down. Thus, before the experts and researchers of the media sector, a vast field of research opens up. In this context, the metaphor of informational ecosystems describes in a complex form the current structure of the mass media, reshaped by the appearance of new informational spaces and new functions redefined in the production of journalistic material. The identity of the media and informational ecosystems, in a society marked by technological progress, is represented by several factors, but also by how we manage to harmonize an author’s creation with a content dictated by algorithmic logics. In this process, it is important to have a clear understanding of the goals outlined, specific to the act of creation on one hand, and on the other hand, the use of artificial intelligence in content generation, as a reliable ally.Item ЕВРОПЕЙСКИЙ ОПЫТ ПОДДЕРЖКИ СРЕДСТВ МАССОВОЙ ИНФОРМАЦИИ НАЦИОНАЛЬНЫХ МЕНЬШИНСТВ(CEP USM, 2023) Пахомова, ЕленаСредства массовой информации национальных меньшинств функционируют по общим законодательным и деонтологическим нормам. Равный подход не учитывает их особенностей. Специализированные СМИ требуют особого внимания и поддержки со стороны государства, так как многие из них представляют интересы небольших групп населения, что делает их неконкурентоспособными в сравнении с другими частными и государственными медиа. На европейском уровне нет единого подхода к регламентированию деятельности СМИ национальных меньшинств. Европейские структуры рекомендуют государствам ввести прямые и непрямые субсидии для поддержки деятельности специализированных средств массовой информации. Выводы организаций Совета Европы носят рекомендательный, а не обязательный характер, потому не исполняются многими государствами. Примеры поддержки данных медиа являются исключением, нежели правилом.
