Item Utilizarea indicelui Timmy la evaluarea cercetării științifice(CEP USM, 2024) Mocan, VladimirEvaluation has become an essential part of the research process, critical to measuring policy objectives, making decisions about program budgets, project selection, funding awards and career development. The article analyzes the issue of evaluating scientific research. Evaluation should recognize both quantitative and qualitative contributions, taking into account the objectives, discipline and institutional context. There is no single perfect system of evaluation and respect for diversity is crucial. Capitalizing on international experience, primarily European, should be part of the evolution of the system in the Republic of Moldova. The aim should be to introduce new indicators (or adapt old ones) that help to better disclose quality and that are transparent and fit the purpose of the assessment, while maintaining a concrete system based on the principle of objectivity. All knowledgeable stakeholders should be involved in the transition to new research evaluation systems. Consequently, the promotion of Open Science requires a political commitment.Even though Open Science movement emerged at the international level back in 2002, its principles are being implemented quite slowly inthe Republic of Moldova.Thus, the current study aims to analyze the importance and benefits of Open Science policy implementation, the strategic priorities of theRepublic of Moldova on Open Science, barriers in transition to Open Science in the Republic of Moldova, and identification of the key actorsin development, adoption, and implementation of Open Science policies in the Republic of Moldova.The study employed a mixed method: survey among members of the scientific community (quantitative data collection) and semi-structuredinterviews of the key informants in Open Science policies and practices (qualitative data collection).Item PERCEPTION OF OPEN SCIENCE IN THE SCIENTIFIC COMMUNITY OF THE REPUBLIC OF MOLDOVA(Lumen Publishing, 2022) Țurcan, Nelly; Cuciureanu, Gheorghe; Cujba, Rodica; Lupu, Viorica; Cheradi, Natalia; Cojocaru, IgorOpen Science becomes the basic concept in organizing and conducting the research and development process. The opening of the process of research and communication of science is supported and promoted both at the international level and at the national level in many countries through science policies and actions. At present, no Open Science policy is approved at the national level in the Republic of Moldova, but there are actions, undertaken by various organizations or within some projects, that promote this concept. And recently, the national authority in the field of science policy has been concerned about the promotion of Open Science principles in the country. Policy development and implementation of Open Science principles is difficult without involving all stakeholders and without knowledge of the current situation, both in terms of technical and legislative issues, and especially in terms of awareness of the need and willingness of people to contribute to this process. In this context, we set out to carry out this study, taking into account the insufficient level of debates and analyzes on Open Science subject carried out in the Republic of Moldova. Its purpose is to determine the attitude, the level of awareness and involvement in issues related to Open Science and its elements in the Republic of Moldova, which will serve to develop Open Science policies and instruments at national and institutional levels.Item AGENDA ȘTIINȚEI DESCHISE ÎN REPUBLICA MOLDOVA: POLITICI ȘI ACȚIUNI NAȚIONALE(Print-Caro, 2022-10-27) Țurcan, Nelly; Cojocaru, IgorȘtiința Deschisă se referă atât la practicile și normele unei comunicări și cercetări mai deschise și mai transparente în știință, cât și la discursul asupra acestor practici și norme. Implementarea Științei Deschise trebuie să fie susținută de politici naționale. Multe țări europene au aprobat politici privind Știința Deschisă pentru a îmbunătăți calitatea și eficiența științei, precum și pentru a spori creșterea economică și societală. Acest articol prezintă contextul din Republica Moldova în implementarea politicilor privind Știința Deschisă în Republica Moldova și implicările instituționale în practicile Științei Deschise. Sunt discutate condițiile prealabile pentru implementarea durabilă și consecventă a Științei Deschise, cum ar fi infrastructura Științei Deschise, stimulente pentru cercetători, evaluarea cercetării și conformitatea politicilor Științei Deschise cu experiențele țărilor UE și cerințele CE la nivel național.Item Study on the Mapping of Research Data in the Republic of Moldova in the Context of Open Science(Lucian Blaga University of Sibiu, 2019) Țurcan, Nelly; Rusu, Andrei; Cujba, RodicaThe Open Science concept represents a new approach to the way in which scientific research based on cooperation and new ways of knowledge dissemination is carried out and organized, using new digital technologies, new tools for collaboration, and R&D infrastructure to ensure open access to research data.This study uses data collected in May - July 2018 within a survey that aimed at investigating the scientific data ecosystem in the Republic of Moldova. Findings show that, although there are some concerns about the loss of property rights and copyright infringement in case of sharing and open access to research data, Moldovan academia is ready to provide access to research data. The research has highlighted that a new challenge is needed to solve scientific data issues by creating new type of infrastructure to ensure data retention, broad access to research results for the purpose of their dissemination and use, and creating new research opportunities based on research data.Item Research data in the context of open science: Case study of the Republic of Moldova(Proceedings of the Central and Eastern European e|Dem and e|Gov Days 2019, 2019) Rusu, Andrei; Țurcan, Nelly; Cujba, Rodica; Grecu, MihaiAt present, there are important changes in scientific research, changes that concern both the organization, realization and evaluation of research, as well as the use and dissemination of scientific results. These changes that are characteristic to the Open Science phenomenon are determined by the development of new technologies, by increasing the social role of scientific research in an institutional and political context. The Open Science concept represents a new approach to the way in which scientific research based on cooperation and new ways of disseminating knowledge is carried out and organized, using new digital technologies, new tools for collaboration, and RDI infrastructure to ensure open access to research data. The paper presents the results of the study on mapping research data in the Republic of Moldova. The study is based on results of two surveys conducted in January-February 2016 and May-July 2018. The research has highlighted the general concern of RDI actors about the retention and use of scientific data.
