Consequently, the promotion of Open Science requires a political commitment.Even though Open Science movement emerged at the international level back in 2002, its principles are being implemented quite slowly inthe Republic of Moldova.Thus, the current study aims to analyze the importance and benefits of Open Science policy implementation, the strategic priorities of theRepublic of Moldova on Open Science, barriers in transition to Open Science in the Republic of Moldova, and identification of the key actorsin development, adoption, and implementation of Open Science policies in the Republic of Moldova.The study employed a mixed method: survey among members of the scientific community (quantitative data collection) and semi-structuredinterviews of the key informants in Open Science policies and practices (qualitative data collection).Item PERCEPTION OF OPEN SCIENCE IN THE SCIENTIFIC COMMUNITY OF THE REPUBLIC OF MOLDOVA(Lumen Publishing, 2022) Țurcan, Nelly; Cuciureanu, Gheorghe; Cujba, Rodica; Lupu, Viorica; Cheradi, Natalia; Cojocaru, IgorOpen Science becomes the basic concept in organizing and conducting the research and development process. The opening of the process of research and communication of science is supported and promoted both at the international level and at the national level in many countries through science policies and actions. At present, no Open Science policy is approved at the national level in the Republic of Moldova, but there are actions, undertaken by various organizations or within some projects, that promote this concept. And recently, the national authority in the field of science policy has been concerned about the promotion of Open Science principles in the country. Policy development and implementation of Open Science principles is difficult without involving all stakeholders and without knowledge of the current situation, both in terms of technical and legislative issues, and especially in terms of awareness of the need and willingness of people to contribute to this process. In this context, we set out to carry out this study, taking into account the insufficient level of debates and analyzes on Open Science subject carried out in the Republic of Moldova. Its purpose is to determine the attitude, the level of awareness and involvement in issues related to Open Science and its elements in the Republic of Moldova, which will serve to develop Open Science policies and instruments at national and institutional levels.Item PROVOCĂRILE ACCESULUI DESCHIS ȘI VIZIBILITATEA PRODUCŢIEI ȘTIINŢIFICE A REPUBLICII MOLDOVA(2013) Țurcan, NellyBased on indicators of scientifi c productivity calculated by Journal SCImago & Country Rank and Thomson ISI this article evaluates Moldovan’s position regarding the number of scientifi c papers. The article features the Open Access initiative and presents opportunities for extension of scientifi c visibility by applying open access strategies.Item ACCESUL DESCHIS – UN NOU MODEL DE ACCES LA INFORMAŢIE ŞI CUNOAŞTERE(2011) Țurcan, NellyIn the Information and Knowledge Society the free information circulation is essential for the realisation of the universal access to the information and knowledge. The Open Access was sustained by several international associations of researchers, publishers, librarians, and the Association of the Librarians of the Republic of Moldova (ABRM). The author, dr. Nelly Turcan, analyses the strategies and the models, that ensure the Open Access to the scientifi c literature. The paper highlights the potential benefi ts of the Open Access and detects groups (authors, readers, teachers and students, libraries, universities, publishers, governments) that OA serves and the benefi ts for each group. The Open Access serves citizens, which gives access to recent researches and to researches already funded from public money and taxes. The Open Access helps indirectly the citizens off ering the information assistance to the researchers and other people using the study’s results.Item Open access policy to research outputs in the Republic of Moldova. State of the art and perspectives(Austrian Computer Society, 2017) Țurcan, Nelly; Cujba, RodicaAccording to the Registry of Open Access Repository Mandates and Policies (ROARMAP) only 8 research institutions from the Republic of Moldova (12%) approved an Open Access Policy (OAP). All these institutions are universities and none is a research institute or research funder, although research and development activities in the Republic of Moldova are funded basically from the state budget. The paper contains analysis of the situation regarding Open Access Institutional Policies in the Republic of Moldova. Results of a study regarding the attitude of Moldovan academia to open access to research outputs and identified problems on this issue are presented in this work. Emphasis is given to tools and information systems like Institutional Repositories (IRs) that promote open access for research outputs.
