Consequently, the promotion of Open Science requires a political commitment.Even though Open Science movement emerged at the international level back in 2002, its principles are being implemented quite slowly inthe Republic of Moldova.Thus, the current study aims to analyze the importance and benefits of Open Science policy implementation, the strategic priorities of theRepublic of Moldova on Open Science, barriers in transition to Open Science in the Republic of Moldova, and identification of the key actorsin development, adoption, and implementation of Open Science policies in the Republic of Moldova.The study employed a mixed method: survey among members of the scientific community (quantitative data collection) and semi-structuredinterviews of the key informants in Open Science policies and practices (qualitative data collection).Item EXCELLENCE OR MISCONDUCT: HOW THE VISIBILITY OF TEAM LEADERS IMPACTS THE RESEARCH PROJECT COMPETITION IN THE REPUBLIC OF MOLDOVA?(PH Akademperiodyka, 2023) Cuciureanu, Gheorghe; Țurcan, Nelly; Cojocaru, Irina; Cojocaru, IgorIntroduction. Distributing public funds to the “best” researchers is a key element of the science policy. Evaluation is a fundamental activity for the allocation of competitive funding. The flaws of peer review have led to increased interest in the use of bibliometric indicators for the evaluation of the research project proposals. Problem Statement. The advantajes and advance of bibliometrc is stimulated interest toward the correlation of peer review and applicants’ bibliometric indicators. The results of such studies are different and heterogeneous. Such studies are insufficient in Eastern Europe. Purpose. To establish the correlation between peer review and bibliometric indicators of project team leaders within the call for research projects in Moldova, which are financed from public funds for 2020—2023. Material and Methods. Statistical correlation of the results of national competition of R&D proposals (evaluation and funding) and the bibliometrics indicators of project team leaders (publications ant patents); analytical analysis of the contextual factors influencing this correlation. Results. The results of the analysis have shown a positive, albeit weak correlation between the scores assigned by experts and the previous performances of leaders. The most significant relation is between the call results and the Hirsh index in Web of Science and Scopus databases. However, the projects proposed by the most cited researchers in WoS and Scopus or the founders of scientific schools did not receive funding. Conclusions. The analysis of the national R&D competition has proved that previous scientific performance of team leaders influenced the evaluation results and the funding of project proposals. However, these dependencies are not linear and seem to be affected by the conflicts of interest and “old boys” schemes. This fact calls for significant changes of the process: ensuring the transparency, the involvement of foreign experts and the use of bibliometric indicators in evaluation.Item PERCEPTION OF OPEN SCIENCE IN THE SCIENTIFIC COMMUNITY OF THE REPUBLIC OF MOLDOVA(Lumen Publishing, 2022) Țurcan, Nelly; Cuciureanu, Gheorghe; Cujba, Rodica; Lupu, Viorica; Cheradi, Natalia; Cojocaru, IgorOpen Science becomes the basic concept in organizing and conducting the research and development process. The opening of the process of research and communication of science is supported and promoted both at the international level and at the national level in many countries through science policies and actions. At present, no Open Science policy is approved at the national level in the Republic of Moldova, but there are actions, undertaken by various organizations or within some projects, that promote this concept. And recently, the national authority in the field of science policy has been concerned about the promotion of Open Science principles in the country. Policy development and implementation of Open Science principles is difficult without involving all stakeholders and without knowledge of the current situation, both in terms of technical and legislative issues, and especially in terms of awareness of the need and willingness of people to contribute to this process. In this context, we set out to carry out this study, taking into account the insufficient level of debates and analyzes on Open Science subject carried out in the Republic of Moldova. Its purpose is to determine the attitude, the level of awareness and involvement in issues related to Open Science and its elements in the Republic of Moldova, which will serve to develop Open Science policies and instruments at national and institutional levels.Item Tipuri de rezultate ştiinţifice ale proiectelor de cercetare (proiect pentru o discuţie publică)(Academia de Științe a Moldovei, 2015) Cuciureanu, Gheorghe; Țurcan, Nelly; Roșca, Alfreda; Ungureanu, Elena; Minciună, Vitalie; Cojocaru, IgorArticolul reprezintă o analiză a abordărilor privind posibilitatea de a clasifica rezultatele proiectelor din sfera ştiinţei. Se propun definiţii şi criterii de identificare a acestora, sunt arătate avantajele sistematizării lor în diferite faze ale activităţii de cercetare-dezvoltare, ceea ce creează premise pentru standardizarea rapoartelor asupra realizărilor ştiinţifice. În urma cercetării au fost stabilite 108 tipuri de rezultate ştiinţifice. Ele pot fi valorificate/validate ulterior în diferite moduri. Rezultatele activităţii de cercetare-dezvoltare au fost clasificate, la rândul său, în funcţie de modul de publicare (34 tipuri), de modul de protejare (8) şi de modul de materializare (47). Definitions and criteria for their identification are proposed, the advantages of results systematization in different phases of R&D activity are presented, which in turn sets prerequisites for standardized reporting on scientific achievements. As a result of the research, 108 types of scientific results were identified. These can be subsequently capitalised upon/ validated in different ways. The results of R&D activities have been in turn classified, depending on the publication method (34 types), protection mode (8) and the manifestation mode (47). The classification is open and is proposed to the scientific community as a draft for public discussion.
