ACHIZIȚIILE PUBLICE DURABILE - FACTOR IMPORTANT AL GESTIUNII EFICIENTE A BANULUI PUBLIC

This article examines the issues of efficient management of public funds through the application of sustainable public procurement. A large share of the acquisitions in European countries is public procurement, the state being a major consumer. Efficient management of public money can be achieved through sustainable public procurement, taking into account additional factors for obtaining social, environmental and economic benefits. In 2016 the Republic of Moldova, having ratified the Government Procurement Agreement of the World Trade Organization, has begun the introduction of the sustainable component to reduce the impact on the environment. Research results show that sustainable public procurement contributes to streamlining the management of public money.

BUGETUL CU BAZA ZERO - PROVOCARE PENTRU ENTITĂȚILE AUTOHTONE

Budget management is a complex process through which the entity sets out its development goals and strategy, whereby responsibility centers form the structure of its budgets. To predict the future of the entity’s activity in general, we use procedures and techniques from the forecast. This article is a way of presenting and organizing the zero-based budgeting method, while the authors have identified the shortcomings that appear in the budgeting process of the domestic entities. The evolutionary stages of budgeting with the zero-basis are dealt, respectively was analyzed the notion, the theoretical and practical stages in the development and implementation of this method. To understand the importance of implementing zero-based budgeting, strengths and weaknesses have been established in the implementation process, and the authors have illustrated it within the entity. Finally, the factors that would ensure the success of ZBB and the differences between traditional budgeting and zero-based budgeting have been identified.

Bugetul este în egală măsură un instrument de administrare economică şi financiară, dar şi o declaraţie implicită de politică. Cauza principală a unor performanţe modeste ale bugetării deseori constă în legătura slabă dintre aceste două componente. Asigurarea acestei legături reprezintă o prioritate a reformei bugetare promovate în multe state. CCTM este unul din instrumentele moderne de planificare a bugetului care încearcă să asigure această legătură prin planificarea bugetului pe termen mediu, având la bază politicile publice. În acest articol se va face analiza reformei CCTM în lume şi se va demonstra oportunitatea acestei reforme în Republica Moldova.
CAPITAL BUDGETING APPLICATION IN ENTERPRISE MANAGEMENT

The Given article is devoted to the application of process of capital budgeting in enterprise management. In the article the concept of capital budgeting is determined, the classification of capital projects is given, examples of calculation of a payback period, NPV, IRR are brought. At the same time there are described the advantages and disadvantages of the given methods, the problem of multiple search of IRR and an answer to to the question: why the methods NPV and IRR can lead to inconsistent ranging of analyzed capital projects.
CONTROLUL ŞI AUDITUL BANCAR

In a market economy, such as in Republic of Moldova, it implies existence of a banking system that should ensure mobility of financial availabilities of economy and their centralization for deployment of some effective economic activities. Collecting financial resources and putting them on market using credits and other banking operations, the bank makes the interrelation between capital holders and it users. Taking about the specific of banking services and operations, that operates with financial availabilities available in economy, and the high importance rate that they have in a national economy, it's compulsory to perform the audit control that will keep trace of abiding the law in force that concerns commercial banks activities, supervise and control the operations, in order to minimize the existing and possible risks. Banking audit suppose realization of a control that aims appreciation of veracity of accounts according to the law of Republic of Moldova, being subdued to audit control all commercial banks that work based on license released by National Bank of Moldova at the ending of each management year. By approbation of financial accounts by audit, they become safer and denote their correspondence with existing standards and banking settlement in force, which offers a higher degree of trust for economical agents and population.

EFICIENȚA TELEMEDICINII: ASPECT METODOLOGIC

În toate țările, asistența medicală este cel mai important sector, deoarece sănătatea are un impact direct asupra nivelului de trai, asupra calității vieții. Autorii consideră că introducerea TELEMEDICINII va contribui la o activitate mai eficientă în acest sector prin: reducerea erorilor medicale; creșterea calității serviciilor medicale și a nivelului profesional al medicilor; identificarea în timp util a bolilor pacienților; îmbunătățirea programelor de studii ale medicilor; utilizarea eficientă a timpului medicilor; creșterea eficienței sinergice; reducerea duratei timpului pacienților destinat adresărilor la medici; creșterea accesibilității populației rurale la serviciile medicale.
EFICIENTIZAREA GESTIUNII ACTIVITĂȚII DE PREVENIRE ȘI COMBATERE A SPĂLĂRII BANILOR

Scopul cercetării constă în elaborarea bazei teoretico-metodologice și evaluarea aspectelor economico-financiare ale activității de prevenire și combaterea spălării banilor în vederea eficientizării gestiunii acestei activități în Republica Moldova. Pentru realizarea acestui scop, vom urmări îndeplinirea următoarelor obiective: determinarea conceptuală a fenomenului de spălare a banilor în cadrul economiei contemporane; stabilirea metodelor de analiză, instrumentelor și pârghiilor de determinare a veniturilor obținute ilicit în cadrul economiei naționale; identificarea tehnicilor de spălare a banilor în domeniul financiar-bancar; monitorizarea riscului de participare a băncilor în procesul de spălare a banilor și elaborarea recomandărilor privind minimizarea acestuia în sectorul financiar-bancar al RM.

The need for research elements supporting business resulting from that small and medium enterprises presents a significant a vital role in the economy of Moldova. Nationall entrepreneurship is an important element in ensuring sustainable economic growth. Using programs through the state as the primary method of supporting businesses that can be represented through national and international programs to encourage businesses with rapid growth potential, others focused on entrepreneurs who are in difficult situations. INOVAȚIILE – FACTOR DETERMINANT AL CREȘTERII ECONOMICE

Studiul realizat în baza rapoartelor naționale, europene și internaționale privind activitatea de inovare a permis autorilor să determine tendințele și importanța inovațiilor pentru dezvoltarea țărilor sau comunităților de state. Pentru elaborarea acestui studiu autorii au aplicat diferite metode de cercetare: studiul monografic, comparația, gruparea, metoda indicilor. Astfel, au constatat că țările care înregistrează un ritm accelerat de creștere economică alocă și sume mai mari în cercetare-dezvoltare raportate la PIB. Aceasta încă o dată demonstrează legătura directă dintre cheltuielile pentru inovații și nivelul de dezvoltare economică.

There are presented the results of research about the interdependence between investment, innovation and economic growth. As research methods were used: monographical, analogical, rating methods, etc. The authors concluded that in order to achieve sustainable economic growth and to increase the international competitiveness of the Republic of Moldova it is necessary to make investments in innovative products, research and, as well as, in a good development of infrastructure for innovative products.
MANAGEMENTUL DEZVOLTĂRII TEHNOLOGICE ÎN BAZA INOVAȚIILOR REPUBLICII MOLDOVA

Managementul dezvoltării tehnologice în baza inovațiilor reprezintă un set de instrumente și practici care influențează pozitiv tehnologiile, cu scopul construirii, menținerii și creșterii avantajului competițional al entităților economice pe baza cunoștințelor cu drept de proprietate și a know-how-ului. Obiectivul cercetării constă în identificarea unor draivere, mecanisme de perfecționare a managementului tehnologic prin determinarea variantelor optime de creștere a economiei naționale. Baza metodologică aplicată în articol este modelul dinamic al balanței legăturilor dintre ramuri (BLR) al lui Oskar Ryszard Lange. Scopul acestei metodologii nu se reduce la o constatare, ci devine constructivă, sugerează idei, principii, tratări, metode de asigurare a creșterii economice. Securitatea economiei poate fi asigurată prin deciziile corecte ale managementului dezvoltării tehnologice în baza inovațiilor unui stat.

Le controlle represente une activite specifique humaine, qui consiste dans la verification et l’analyse permanente, periodique ou inopinee du travail et des resultats du travail d’un certain domaine ou secteur dans le but de la prevision et de la liquidation des erreurs eventuelles.
MPLICAȚIILE GREEN HUB–URILOR DIN UNIVERSITĂȚI ÎN DEZVOLTAREA COMPETENȚELOR VERZI

Purpose of the article: the research of the GREEN/SUSTAINABLE HUB phenomenon in European universities under the aspects of: organization; activities; beneficiaries; opportunities for green skills training. Methodology: Based on the synthesis of specialized literature, it was hypothesized that Green Hubs have an important role in achieving SDG 2030. To achieve the goal, 7 European universities and the Green Office Model were analyzed. The accumulated data were processed with traditional research methods: analysis, synthesis, grouping, and comparison. Conclusions: The research carried out allowed the authors to conclude that Green Hubs in universities can contribute to the development of green skills through: education for sustainability (organization of master's programs; conceptualization and teaching of "green" courses, etc.); carrying out research projects on sustainability topics; carrying out interaction activities and promotion of good sustainable practices. To facilitate the establishment of a Green Hub, student communities, guided by academic staff or researchers, could adopt the Green Office Model by joining the Green Office Movement. Implications: the obtained results will allow student communities, and university decision -makers to conceptualize and establish Green Hubs for the training of students' green skills.
