Această lucrare este axată pe o problemă complexă a dreptului financiar: administrarea finanţelor publice la nivelul colectivităţilor locale. Scopul tezei de doctorat constă în realizarea unei cercetări doctrinare complexe a domeniului administrării finanţelor publice locale prin examinarea demersurilor juridico-practice pe care le cuprind finanţele publice locale, precum şi în elaborarea unor recomandări privind perfecţionarea legislaţiei referitoare la procesul de administrare a finanţelor publice locale în scopul aplicării uniforme şi corecte a reglementărilor normative în materie.
Agresivitatea în sport versus răspunderea juridică: unele aspecte relevante

In this article, we will refr to one of today’s “fashionable” topics due to the existence and even growth of the phenomenon called “aggression in sports”. Sport, like other areas of social life, is marked by this phenomenon.More than once I have heard of athletes being used as mercenaries in wars, settling accounts between criminal groups, filling their ranks with well-trined youths in gyms, even with performances in the fields in which they are trained. The material has an interdisciplinary character, given that it represents an analysis of different sources from the fields of sociology, psychology and law. The methods used are mainly analysis and synthesis.

Sport is also marked by various types of violence, not only referring to the types of sports accompanied by violence, but also to the violence applied in relation to adult and sometimes, minors: harassment, including sexual, homophobia, discrimination etc. Some authors even talk about sport itself as a form of violence. Others - about a culture of violence in sports. The material has an interdisciplinary character, given that it represents an analysis of different sources from the fields of sociology, psychology and law. The methods used are mainly analysis and synthesis.

In this context, we can talk about the existence of a fairly consistent and complex relevant jurisprudence. Although the Republic of Moldova does not have disputes in the field of sports that are the subject of examination at the Court, it is still interesting what kind of cases are examined by it.
Garanţii legale de protecţie a copiilor supuşi violenţei în sport

Children have the right to play sports in a safe and friendly environment. Their rights are set out in the Convention on the Rights of the Child. However, sport was not and still is not a safe environment for children and young people, with various cases of abuse, harassment and violence being known. In recent years, however, victims of various forms of violence in sports have obtained the opportunity to be heard. The article refers to the existing normative basis in the Republic of Moldova about the protection of the rights of children subjected to violence in sports.
Principiile finanţelor publice locale: concept şi cadru legal

The problem of public administration finances is one of most argumentative problem in the Republic of Moldova. Considering it we must say that one of the main goals in researching this problem is to elucidate the principles that govern the finances of public administration. The doctrine and legal settlements enumerate some principles that refer to administrative autonomy, decentralization, etc., but there are no principles concerning directly the finances of local administration. That’s why the main objective of present research is to find out the principles mentioned in doctrine and legislation, to systemize them in order to make clear the system of principles that govern the local finances, taking into consideration that the viability of a local administration is determined mainly by the existence of material and financial sources.

De la proclamarea independenței și până în prezent, domeniul administrației publice locale a prezentat și prezintă un interes vădit pentru societatea noastră. Un compartiment absolut important este cel de a reglementa și de a garanta autonomia financiară a autorităților publice locale, în vederea îndeplinirii la o capacitate maximă a funcțiilor care le-au fost atribuite. Studiul de față urmărește să elucideze aprofundat un aspect al componentelor structurale ale veniturilor publice locale, și anume – taxele locale. În special, am dedicat acest studiu stabilirii unei taxe locale, relativ noi pentru Republica Moldova, și anume – a taxei de salubrizare. Ne-am propus cercetarea acesteia prin prisma a două aspecte: fiscal și ecologic. Or, un interes absolut vădit pentru completarea compartimentului veniturilor bugetelor locale prezintă atât aspectul fiscal, cât și cel ecologic, de care este preocupată la etapa actuală întreaga comunitate internatională. Salubrizarea și înverzirea spațiilor publice reprezintă o prioritate pentru societatea modernă, pentru a corecta neglijența și greșelile comise de instituțiile statului în ultimele decenii, ceea ce va duce la creșterea nivelului de trai al cetățenilor.
Unele consideraţii privind descentralizarea financiară

The centralization and decentralization problem in public administration is raised in every state, without taking into consideration its structure, form of government form or political regime. An imperious, in order to assure a consecutive and efficient process of decentralization in Republic of Moldova, is to create a coherent legal basis which would contain a real mechanism of decentralization and would establish its implementation stages. A clear strategy is needed, with a concrete plan of measures for an efficient implementation of decentralization at different levels: central, regional and of local community.
