În articol este cercetat rolul politicilor de dezvoltare și al cadrului legislativ în stimularea inovațiilor în Uniunea Europeană și în Republica Moldova. Actualmente, inovațiile sunt într-o deficiență. Această problemă trebuie soluționată dacă Republica Moldova dorește să îmbunătățească calitatea vieții cetățenilor săi și, în același timp, să devină competitivă pe piața globală. Acest lucru necesită un spirit antreprenorial mai productiv. În cadrul cercetării, autorii au analizat modul în care condițiile cadrului legislativ din Republica Moldova și din UE pot deveni mai favorabile pentru susținerea incubatoarelor de afaceri și a inovării, fiind dezvoltată o strategie de reformă pentru a atinge acest obiectiv.
APLICAREA INOVAȚIILOR ÎN OPTIMIZAREA GESTIUNII INVESTIȚIILOR LA NIVELUL MICRO ȘI MACROECONOMIC

Actuality of the research topic is conditioned by the importance of investment management in the financial management of economic entities. Maintaining the dominant positions in the top of the best performing enterprises at national and international level can be achieved by applying innovations in improving investment management. The research topic aims are to define the models and principles of directing existing investments in world theory and practice and to implement innovations in investment management at the micro-economic level. The purpose and objectives of the research are to the concept of investment and their classification as well as to study the world practice of training and management of portfolio and capital investments. Determine the particularities of the formation of the optimal portfolio structure, the cost-effectiveness-risk relationship and the method of combating the risk of an investment portfolio. And applying innovations in solving the problems of training, management and combating investment risk. In order to achieve the purpose and objectives of the research, the methods of analysis and research that we have used: analysis, synthesis, induction, deduction, observation, generalization, the complex and systemic methodological approach of contemporary economic concepts. An important contribution was made by the experts Ulrike B. And Radeke J. From the German Economic team Moldova and the economists from Expert Group, who served as guidance and guidance point throughout the entire study, having at their core essential works that contributed enormously to the consolidation of the research level of that work. The results of the research would allow the identification and understanding of the functioning of a system of training and application of innovations in the process of improvement of the investment management of enterprises in the Republic of Moldova.
Aspectele finanţării achiziţiilor publice prin prisma dezvoltării sistemului financiar sustenabil

The article deals with the most important aspects of public procurement financing in the financial system of the Republic of Moldova. Public procurement in this study is considered as a multi-level system of interrelated categories, the functioning of which should ensure the development of a sustainable financial system for the subsequent achievement of maximum efficiency in the use of budget funds at the local and central levels. Also in this study, the problems arising in the implementation of public contracts in the Republic of Moldova are considered, proposals are presented to improve the efficiency of public procurement financing in the context of ensuring the stability of the entire national financial system.
DEZVOLTAREA MODELULUI GREEN-HUB-ULUI LA USM PRIN IMPLICAREA ÎN TRENDUL INTERNAȚIONAL DE SUSTENABILITATE ȘI A BUNELOR PRACTICI UNIVERSITĂȚILOR EUROPENE

Actuality of the research topic focuses on increasing the role of Green-Hubs for the promotion of sustainable consumption in higher education institutions. The research topic aims represents the authors' vision of a sustainable university and aims to define the role, mission and purpose of the Green-Hub at USM, as an institutional body established to ensure a clean, green and innovative teaching and learning environment of the Faculty of Economic Sciences and , therefore, to emphasize the eco-sustainable environment in the present and future. The purpose and objectives of the research is to establish an innovative teaching and learning process, transforming university students, academic staff and non -university staff into a nature-loving group, working together as a team to ensure ecological sustainability in the university premises. To achieve the proposed goal and objectives we used the classical cognitive methods of analysis and research and the simulation method. During the research, we will rely on the experience of European countries in the development of Green-Hubs for the promotion of sustainable consumption in higher education institutions. The research results propose the Green-Hub model at USM as a sustainability platform that empowers students and staff to integrate sustainability into curriculum, research, operations, community and governance.
ECONOMETRIC MODEL FOR THE FORMATION OF THE OPTIMAL STRUCTURE OF THE PORTFOLIO OF GOVERNMENT SECURITIES OF COMMERCIAL BANKS IN THE REPUBLIC OF MOLDOVA

State securities are one of the most attractive instruments both from the point of view of the issuer (government) and from the point of view of the investor. The aim and objectives of the research is to develop the economic and mathematical model for the formation of an optimal portfolio of government securities in the context of the existence of risk of default and alternative investment preferences. The material and methodological basis of the research was the works of domestic and foreign economists and practitioners dealing with the problems of government securities portfolio management and investment analysis. Conclusion: taking into account the situation on the government securities market in the Republic of Moldova, special attention is paid to the risk of default, methods for assessing the risk of stopping the flow of payments have been developed. The analysis of the factors influencing the structure of the optimal portfolio was carried out, and the main parameters that most fully meet the goals of the investor were determined. On the basis of the investigated information, a model of the optimal portfolio structure was created

Scopul articolului: rezidă în evaluarea experiențelor naționale și a modului în care se elaborează documentele strategice în contextul asigurării bunăstării și securității cetățenilor prin intermediului analizei experienței europene la formarea și aprobarea bugetelor statelor membre în vederea identificării implicațiilor pentru Republica Moldova. Preluarea experienței statelor membre ale Uniunii Europene în formarea BPN este crucială pentru dezvoltarea durabilă a țării. Acest lucru poate contribui la consolidarea transparenței, eficienței și responsabilității în utilizarea resurselor financiare, asigurând bunăstarea și securitatea financiară a cetățenilor. Originalitatea cercetării constă în în elucidarea celor mai bune practici aplicate la nivelul statelor membre ale Uniunii Europene în domeniul bugetar în vederea implementării acestora la nivel național.

În articol este cercetat rolul și locul incubatorului de afaceri din mediul universitar ca parte a ecosistemului antreprenorial. Este descris conceptul de activitate antreprenorială, este determinată importanța antreprenoriatului în mediul de afaceri, fiind specificați participanții la ecosistemul antreprenorial. În cadrul cercetării, autorii au dezvoltat o structură a incubatorului de afaceri din mediul universitar în corelație cu ecosistemului antreprenorial și au sugerat faze posibile ale procesului de organizarea funcționării sale.

În a rticol sunt examinate unele aspecte ale tranziției companiilor de asigurări la un model de dezvoltare inovator în condițiile economiei Republicii Moldova. Așadar , este necesară cercetarea caracteristicilor activităților de asigurare inovatoare și gestionarea riscurilor organizațiilor de asigurări axate pe dezvoltarea inovatoare. Un model inovator pentru dezvoltarea companiilor naționale de asigurări implică extinderea proceselor de asigurare și reasigurare în impulsionarea proceselor inovaționale din Republica Moldova, sporirea atenției fașă de clienți, introducerea noilor tipuri de asigurare și reasigurare, intensificarea intereselor potențialilor asigurați.

Public procurement is researched in terms of results and maximum efficiency of the allocation of financial resources of the national public budget. This issue is very current in the context of economic development of the Republic of Moldova. As a result, public procurement is presented as a complex, multilevel, interdependent system, the operation of which should ensure the optimal distribution of public financial resources at central and local level. The aim and objectives of the research is to conduct a complex research of the main problems and features of optimizing public procurement at the national level The methodology of scientific research applied to the article is based on the structural method of research. The article is based on the study of the public procurement system in the Republic of Moldova, thus analysing its component elements. The analytical method was used to research the concept of public procurement, as well as the legislation in force on the public procurement system. To study the dynamic evolution of statistical indicators of public procurement, the method of systematic analysis was used. The method of quantitative and qualitative analysis was applied to research the indicators o f the public procurement system in the Republic of Moldova and establish their impact for optimizing finances at the micro and macroeconomic level.Results: In the research, the authors examined the issue of responsibility for the outcome of the quality of the execution of a public procurement contract and the problems that arose during their implementation. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurement” (AIS “SRPP”) MTender.

PIAŢA OBLIGAŢIUNILOR ÎN REPUBLICA MOLDOVA. TENDINŢE DE DEZVOLTARE

Obligaţiunea este un titlu de valoare care atestăcalitatea de creditor a deţinătorului ei faţă de emitent, emitentul obligându-se să plătească deţinătorului obligaţiunii o sumă anuală fixă, numită cuponul obligaţiunii, pe întreaga perioadăde valabilitate a acesteia. Obligaţiunea este un înscris emis de o întreprindere care are nevoie de finanţare, pe baza căruia aceasta obţine un împrumut. Firma care emite obligaţiunea se numeşte debitor, iar cea care o deţine se numeşte creditor (acesta oferăun împrumut). Obligaţiunile sunt active financiare cu dobândă fixă. Piaţa obligaţiunilor este constituită în majoritate din obligaţiuni cu o rată fixă a dobânzii.
RECOMANDĂRILE METODOLOGICE ORIENTATE SPRE EVALUAREA ACTIVITĂȚII INCUBATOARELOR DE AFACERI AMPLASATE ÎN MEDIUL UNIVERSITAR

The purpose and objectives of the research lie in the elaboration and implementation of methodological recommendations for evaluating the efficiency of the operation of business incubators, taking into account the particularities of the university ecosystem.In order to achieve the objectives proposed during the paper we will use several research methods, in addition to the classical cognitive methods of analysis, observation, induction and deduction, we will also use the statistical method, comparison and description, prediction method and others. Results: in the presented material, methodological recommendations were developed aimed at evaluating the activities of business incubators located in a university environment. It also describes the mission and objectives of the business incubator as part of an ecosystem that accelerates technology transfer. The structure and range of services are presented, as well as the criteria for evaluating the activities of a business incubator operating within the university environment.

Lucrarea Strategii macroeconomice bugetare şi fiscale este o încercare de a detalia că bugetul nu este doar un document de planificare și repartizare a resurselor financiare, aprobat prin lege, ci și un indiciu remarcabil al gradului de intervenție a statului în activitatea economică și în viața socială, al capacității economiei naționale de a participa la formarea fondurilor de resurse financiare. În lucrare sunt abordate aspectele teoretice și practice elaborate pe baza curriculumului la disciplina Strategii macroeconomice bugetare şi fiscale și conține informații utile despre relațiile economice și de natură sociale, care apar în procesul constituirii și repartizării fondurilor financiare publice care stau la dispoziţia statului în vederea îndeplinirii funcţiilor şi sarcinilor sale, precum şi în scopul satisfacerii nevoilor generale ale societăţii. Lucrarea se adresează unui cerc larg de cititori: studenților economiști, specialiștilor din cadrul APC și APL, precum și altor persoane care manifestă interes față de finanțele publice.
