    FRAGILE STATES AND THEIR CHARACTERISTICS

    Statele vulnerabile se caracterizează print-un număr de pericole pentru cetăţenii lor şi pentru statele vecine, printrecare cele politice, economice, sociale. Autorul constată că şi Moldova este un stat vulnerabil. De asemenea, se accentuează importanţa implicării comunităţii internaţionale în ameliorarea situaţiei a aproape 900 milioane de persoane, carelocuiesc în statele vulnerabile. În acelaşi timp, autorul consideră că societatea civilă din ţările respective nu ar trebuisă fie neglijată şi că ea poate deveni un partener de încredere în eforturile donorilor internaţionali de a soluţiona principalele probleme ale statelor vulnerabile, printre care şi sărăcia.

    MOLDOVA: ŢARA OPORTUNITĂŢILOR PIERDUTE

    The present article analyses Republic of Moldova during the period of independence through the prism of SWOT analysis. The author comes to the conclusion that Republic of Moldova did not value most of the opportunities, neglected numerous threats and did not pay appropriate attention to the weak points. All these have contributed to slowing the transition of Republic of Moldova towards the market economy and democratic society. The author points out that the threats confronted by the country are similar to the „Democle’s sword” and insists on the necessity of undertaking concrete measures in order to improve the situation.
