    DEZVOLTAREA REGIONALĂ DIN REPUBLICA MOLDOVA: CADRUL EUROPEAN DE POLITICI

    Regional development policy in the Republic of Moldova is the national prerogative to which central and local public administration authorities bring their coordinated contribution within a participatory process aimed at implementing regional projects and programs. Their purpose is aimed at creating the necessary conditions to ensure income, employment and living conditions of citizens, attracting investments and improving regional infrastructure. The current development trends of the Republic of Moldova continue to be dominated by the advancement of the monopolistic model of development, characterized by disproportionate concentration of resources and welfare in Chisinau. Chisinau, against the background of increasing marginalization of peripheral regions. Currently, the Gross Regional Product per inhabitant in Chisinau is almost 5 times larger than in the regions, which negatively affects the economic competitiveness of the Republic of Moldova and average indicators of quality of life of citizens, creating the necessary premises for the perpetuation of external and internal migration.

    EVALUAREA POLITICILOR PUBLICE: EXPERIENŢA EUROPEANĂ ȘI NAŢIONALĂ

    The purpose of public policy evaluation is to research the political-administrative means applied to solving social problems that allow the achievement of the assigned objectives. The approach focuses on the instrumental rationality analysis of policy process factors to improve action in each of the new cycles or phases of public policy. Scientific evaluation in current times is still conditioned by the factors of science, bureaucracy and democracy, but it is also necessary to think about how to improve its instrumentality and even overcome them. The times we already live in, characterized by complexity, diversity/fragmentation and dynamism, involve uncertainties that require new perspectives or rethinking paradigms.

    LABOUR MARKET AND ITS INTERACTION WITH SUSTAINABLE DEVELOPMENT GOALS: ANALYSIS OF THE SITUATION ON BOTH BANKS OF THE DNIESTER

    With the accession of the Republic of Moldova to the 2030 Agenda for Sustainable Development, a global action program in the field of development, these topics have become priorities for the country. The Global Agenda 2030 contains 17 global objec tives to be implemented by all countries and stake holders and which promote the balance between the four dimensions of sustainable development – economic, social, environmental, governance and justice. The main task of this article was the anal ysis of inequalities in relation to the labor market from the perspective of providing human capital with opportunities and equal access to education, training and insertion on the labor market and how this process is seen on both banks of the Dniester. In the context of promoting trust for communities on both banks of the Dniester through the 2030 Agenda, sustainable development means not only a reduction of poverty and major inequalities, which affect the economic stability of both banks, but also the provision of equal access to the labour market adequate to the needs of the population, a preven tion of ethnic discrimination, gender or age, respect for human rights, as well as the promotion of good governance of the labour market in a fair manner on both sides.

    NIVELUL DE ALFABETIZARE MEDIA ÎN RÂNDUL TINERILOR DIN REPUBLICA MOLDOVA

    Media education is a relatively new but rapidly growing core competence with global importance, which is included in the priority agendas of the states, as well as of the Republic of Moldova. An important part of media literacy is digital skills and competences, which are becoming a growing priority. In 2021, UNDP Moldova launched the “Accelerate the Digital Transformation in the Public Sector Project”, which is expected to serve as a platform for advancing the Digital Agenda of the Republic of Moldova, as well as to facilitate the inclusive digital transformation that takes into account gender, age, vulnerability and division in digital access and digital literacy.

    One of the most complex and responsible parts of structural analysis of the labour market is the analysis of young employment. Even though the language of statistical analyses speaks of certain economic phenomena, in reality there are lives and destinies affected by this economic scourge and migration. Statistical data and records related to sustainable development objectives can contribute to the redesign of employment policies and the flexibility of the workforce, to find viable solutions for combating migration in order to support sustainable development in the country.

Through the reform of public social assistance services, both at national and local level, it is intended to be responsible for the implementation of sectoral social policies in the field of family, child protection, the elderly and the disabled, or any other category of persons in situations of social difficulty.

    STRATEGII ELECTORALE DE ASIGURARE A ECHILIBRULUI DE GEN ÎN POLITICĂ

    The perspective is not an element to beadded, it must be included in all aspects and concepts related to security. Gender main streaming means planning missions and tasks, creating strategies and policies, taking into account both the needs of women and the needs of men, based on an analysis of situations where these needs differ. The analysis of the situation in the Republic of Moldova on the issue of equality between women and men highlights the fact that the most problematic issues over the years were empowering women in the political, economic, social and domestic violence. Thus, although some progress has been made in recent years, such as: increasing the number of decision-making positions, opening up citizens to support women in politics and decision-making, including gender mainstreaming in some sectoral policies, increasing information and awareness-raising, improving specialist skills. in the field, etc., some barriers still persist.
