    The integrity, transparency and responsibility of the public administration towards the community are elements that substantiate the community’s trust in these institutions. Integrity means improving communication and the transparency of the public decision-making process so as not to create the suspicion that the private interest prevails over the public interest. For breach of duty, rules of conduct, material damage caused, contraventions or offenses committed during the service or in connection with the exercise of duties, as well as for lack of integrity in the public sector leading to acts of corruption and related acts the civil servant bears disciplinary, civil, contraventional or criminal liability.

    Integritatea repezintă un element esențial al capacității juridice a magistratului și, ca și consecință, criteriul ce determină nivelul de încrede a societății în justiția națională. Este imposibilă manifestarea integrității magistratului, dacă nu este promovat și consolidat sistemul de garanții sociale, acel câmp psihologic de legalitate chemat să influențeze psihologic magistrații, dar și garanția integrității – toate fiind asigurate de stat. Integritatea este un criteriu obligatoriu atât la formarea inițială, cât și la formarea continuă a magistratului.

    During the last 20 years, digital experts have encouraged countries to facilitate e-governance and public e-services. To date, the main arguments to develop public e-services were the hassle -free, transparent and more efficient governance to save time and money. The current Corona pandemic added one more argument: e-governance and e-services can save people’s health and possibly their lives. Therefore, presented article is oriented on highlighting the role and importance of the E-government in a time of crisis and encourage further actions for development by presenting good practices and path needed to follow.

This so-called “migration” of civil servants has received many names such as “pantouflage” or “revolving door phenomenon”.

    The published material exposes the basic ideas that underlie a democratic state. Those ideas and concepts that create society itself, and as we know man is the basic cell of society. For this reason, the respect for the human rights remains one of the most important obligations. Also,the deep connection between the citizen-his rights-justice is expressed and the principle of equality is highlighted as an essential requirement of society. In addition to all this, the legal framework based on this principle will be analyzed and the observance of the given principle in all branches of law, but still the branch of the contravention law will be highlighted.
