THE CHALLENGES OF DEMOGRAPHIC SITUATION OF THE RUSSIAN FEDERATION IN THE CONTEXT OF THE MIGRATION PROCESSES

This article seeks to realize a research of the Russian Federation demo- graphic situation by its tendencies to harmonize the migration processes. The Russian Federation is a diverse, multiethnic society that has been confronted with a lot of problems regarding the demographic situation. According to the internal and external data the Russian Federation has the lack of labor work- ing persons due to the decreasing number at the population level. To assure the positive result it's important to improve the implication of the both parts: one side, the main goal of demographic politics of state needs to be the protection of identity of that segment of the population and an equilibrate naturalization by accommodation in the community States; other side, the migration proc- esses to be in accordance with the internal conditions of the democratic States.

The phenomenon of the globalization of societies has been thoroughly researched over the last years. Nonetheless, these studies don't cover the whole subject and mostly pay attention to the economic and financial domains giving a lot less credit to the social and cultural components. In this study, our primary goal is to highlight the degree to which the phenomenon of globalization tends to alter the culture and cultural identity of existing societies. Defining the cultural identity, as a means of pointing out separate individuals belonging to a certain culture, while also a differentiating factor between, represents a key element for preserving and enlarging the specter of national cultural values.

The phenomenon of active citizenship is a relatively new concept, not developed at a systemic level, which made it more difficult to develop participatory democracy and a civic culture among young people in the Republic of Moldova. The general purpose of this research is to establish the level of activism among young people in the Republic of Moldova, identify the challenges that affect active citizenship and develop solutions to stimulate the civic activism of young people and encourage participatory democracy at the local level. Thus, the approach for active citizenship in this study starts from the finding of some premises that refer to: the analysis of the situation in the Republic of Moldova regarding the development and promotion of the concept of active citizenship, the identification of policy mechanisms and the actors involved, both at the level of public institutions and and at the private and non-governmental level.
FACTORII DE INFLUENȚĂ A PERCEPȚIILOR PRIVIND SECURITATEA PENTRU REPUBLICA MOLDOVA

The Republic of Moldova faces a series of security challenges that exert significant pressure on its stability and development. In a continuously changing regional and global context, these challenges represent not only concrete threats but also factors that can substantially influence the perception of security at both individual and collective levels. In this chapter, the author aims to analyze and closely examine these security challenges within the specific context of the Republic of Moldova and assess their impact on the perception of security among the population. The exploration covers various dimensions of these challenges, ranging from military and geopolitical threats to cyber, economic, and social risks, providing a comprehensive perspective on the complexity and seriousness of this phenomenon.
GHID METODIC LA DISCIPLINA „GEOPOLITICA”

Geopolitica este o disciplină academică și, în acelaș timp, un domeniu de acțiune. Geopolitica nu este o știință de tip clasic, întrucât nu are metode specifice, iar obiectul său de studiu nu este clar delimitat în raport cu alte științe învecinate; geografia, economia, istoria, demografia sau științele politice. Mai curând, Geopolitica este o disciplină cu caracter integrator, vizional și planificator, făcând posibilă punerea în practică a intereselor unor națiuni. Ca domeniu de cercetare academică, geopolitica are un caracter multi- și interdisci- plinar, împrumutând instrumentarul științelor sociale. Geografia politică, relațiile internaționale, dreptul internațional, economia sau statistica sunt doar câteva do- menii din care geopolitica împrumută date și metode de analiză pentru elaborarea unor studii. Ca și multe alte alte domenii, geopolitica își găsește mediul prielnic în contextul celei de a doua jumătăți a secolului XIX.
GHID METODIC LA DISCIPLINA MODELAREA ȘI PROGNOZAREA POLITICĂ

Disciplina MODELAREA ȘI PROGNOZAREA POLITICĂ vine să aprofundeze cunoștințele studenților în domeniul analizei și previziunii politice, fortificând competențele formate în cadrul programului de masterat „Studii de Securitate Națională”, competențe ce țin de domeniul și particularitățile analizei fenomenului politic. Disciplina vine să formeze competențe specifice, necesare în procesul de analiză și prognozare, administrare, planificare strategică, gestionare și dezvoltare a organi- zațiilor politice și publice în procesul decizional din cadrul gestionarii organizațiilor cu caracter politic, dezvoltării politicilor într-o organizație etc. Scopul acestui curs este familiarizarea masteranzilor cu instrumente de analiză și prognozare a fenomenelor politice și formarea competențelor de a utiliza aceste instrumente în procesul de realizare a unor analize ce țin de specificul şi caracteristicile organizațiilor po- litice, mediul organizațiilor politice şi provocările pe care trebuie să le rezolve un manager în activitatea sa, precum și aplicarea cunoștințelor teoretice dobândite în rezolvarea unor studii de caz şi analize situațio- nale. Disciplina MODELAREA ȘI PROGNOZAREA POLITICĂ face parte din disciplinele de specialitate, care contribuie la formarea competentelor speciale pentru un viitor politolog/analist politic. Iar programul de masterat „Studii de Securitate Națională” consolidează aceste competențe indispensabile în activitatea specialiștilor în domeniul științelor politice și de securitate.
THE IDENTITY APPROACH TO SOCIAL COHESION AS AN ESSENTIAL COMPONENT OF NATIONAL INTEREST

National interest is the direction of domestic and foreign policies of a state. It is measured by the level of security and well-being of the state and its citizens, and in democratic states, it is indicated by the requirements of all stakeholders of national interest. The formation of a national interest follows the following scheme: Interest > Necessity > Awareness > Action. At present, the Republic of Moldova is between the necessity and awareness of national interest, as society is highly divided and there is no primary national interest with a general consensus. Even statehood or sovereignty are not a national interest with absolute support. This paper demonstrates the dynamics of national interest and the necessity of addressing the identity issue for social cohesion and achieving broad consensus regarding the national interest of the Republic of Moldova
THE POLITICAL CONSEQUENCES OF LOW YOUTH PARTICIPATION IN CONTEMPORARY DEMOCRACIES

Încredințăm altora o parte din viața noastră în fecare zi. Încredințam educația copiilor noștri pedagogilor, propria noastră sănătate medicilor și chiar weekend-urile noastre canalului meteo. Motivul pentru aceasta este că deseori nu suntem capabili să facem aceste sarcini sau să obținem singuri cunoștințele relevante. Din aceleași motive încredințăm politicienilor o parte semnifcativă din viitorul nostru prin alegeri democratice. Sistemul democrației reprezentative este construit pe această interacțiune ca o metodă strict defnită de a alege indivizi care pot conduce de către cei care nu sunt capabili să se conducă ei înșiși. Prin urmare, natura reprezentării politice este de a îmbina aspectele democratice și nedemocratice în procesul decizional. Democrațiile reprezentative au o difcultate de bază – potrivirea nesatisfăcătoare între aspectele democratice competitive și representative.
PREVIZIUNEA CA INSTRUMENT DE PREVENIRE A ATACURILOR CIBERNETICE

Ensuring the prevention of risks and combating threats to information security is one of the basic tasks of the state, implemented through its legal institutions, thus determining the following problems that need to be addressed at the national level. Predicting cyber attacks is imperative in such an environment and is the purpose of this article. There is more research and more data analysis and machine learning in cyber security and attack prediction is no exception. More precisely it can be said that the learning can be used to learn about the attack and automatically anticipate them in time. If data collection and machine learning will only be used to learn about cyber attacks, prediction will still be used for pattern matching. The importance of predicting cyber attacks is an interesting research problem that has been addressed by a large number of researchers.
RĂZBOIUL HIBRID – AMENINȚARE A SECURITĂȚII INTERNAȚIONALE

In the 21st century, 2022, when technologies have developed enormously, when we now ended up sending people into space not as scientists but as mere visitors, when in the 18th century Jules Verne wrote "From the Earth to the Moon" and the journey to the moon was a fantasy, The war in Ukraine once again brought to public attention the "hybrid war" term. In this article I will analyze and try to highlight some elements related to hybrid warfare, namely: the actors involved, the risks, conventional or unconventional methods of fighting, countering, and defense measures.
REFLECTIONS ON THE MEDIATION AND NEGOTIATION PROCESS IN THE CASE OF FROZEN CONFLICTS IN EASTERN EUROPE

Reflections on the mediating process upon the frozen conflicts, in principle, has led to the idea regarding the confrontation with Russia which, after the collapse of the Soviet Union, felt largely excluded from European issues, although its role in Europe’s political and economic life remains particularly important. Geopolitical clashes at the strategic level over the 20-21st centuries have created a situation of profound mistrust between Russia and the US, Russia and NATO, Russia and the EU and new lines of rift between the European integration areas. At the macro level, we can talk about some fundamental consequences for the issue of regional security. In fact, the mediating process can be rushed up by the governments of each state. The interests of each state to settle up the frozen conflict can start the mediating process.
RELAȚIA DINTRE ANGAJAMENTUL PROFESIONAL ȘI PERCEPȚIA STRESULUI OCUPAȚIONAL LA DIFERITE CATEGORII PROFESIONALE (STUDIU COMPARATIV)

Relevanţa temei de cercetare constă în faptul că acest tip de corelație nu a fost cercetat și nu afost făcut un studiu comparativ privind diferențele ce există între nivelul stresului ocupational și "anagajamentul profesional la anjament organizational -stres ocupațional” constituie, în linii generale, axa conceptuală a unei noi stratageme și a unor recomandări importante aduse factorilor de decizie din cadrul companiilor.
SISTEMELE ELCTORALE ȘI REPREZENTAREA MINORITĂȚILOR NAȚIONALE ÎN AREALUL EUROPEI DE EST

The political integration of ethnic minorities is one of the most challenging tasks facing the countries of post-communist Europe. The roads to political representation in the mainstream political process are numerous and diverse. The results of the analysis support the paper’s argument that electoral arrangements are important but no key to achieving meaningful political representation. Electoral arrangements thus seem to matter, but to mostly do so in situations where other factors of political mobilization seem to make representation uncertain. The effect of electoral arrangements on the success of ethnic parties is clearly mitigated by the size and dynamics of the minority they represent. However, there seems to be some link between the presence of ethnic parties in the political system and the level of political participation of the ethnic minority. Both Lijphart and Norris point out the importance of proportional representation for that aim, as this electoral system allows the representation of all social groups. Or, in the other words: “Majority rule is dangerous in divided societies, because minorities that are continually denied access to political power will feel excluded and discriminated against by the regime”. Undoubtedly, electoral rules have an important effect on ethnic minority representation.
STRATEGII DE COOPERARE ȘI PROBLEME ÎN SPAȚIUL EUROASIATIC: GHID METODIC

Ediția de față reprezintă o elaborare metodică destinată cursului Strategii de cooperare și probleme în spațiul euroasiatic. Autorii înaintează o succintă prezentare a acestui curs, care este axat pe analiza problemelor politice, economice, militare, sociale prezente în spațiul euroasiatic. De asemenea, sunt supuse analizei strategiile la care recurg statele din arealul euroasiatic în scopul soluționării problemelor cu care se confruntă acestea. În același rând, sunt evidențiate principalele aspecte ale colaborării Federației Ruse, a statelor din Asia Centrală, din Caucazul de Sud, a Ucrainei, Belarusului, inclusiv a Republicii Moldova, în spațiul euroasiatic. Ghidul metodologic este adresat studenților, masteranzilor, doctoranzilor, dar și cadrelor didactice din sistemul de învățământ universitar, tuturor celor care se interesează de problemele actuale prezente în spațiul euroasiatic.
