    ACCESUL DESCHIS – UN NOU MODEL DE ACCES LA INFORMAŢIE ŞI CUNOAŞTERE

    In the Information and Knowledge Society the free information circulation is essential for the realisation of the universal access to the information and knowledge. The Open Access was sustained by several international associations of researchers, publishers, librarians, and the Association of the Librarians of the Republic of Moldova (ABRM). The author, dr. Nelly Turcan, analyses the strategies and the models, that ensure the Open Access to the scientifi c literature. The paper highlights the potential benefi ts of the Open Access and detects groups (authors, readers, teachers and students, libraries, universities, publishers, governments) that OA serves and the benefi ts for each group. The Open Access serves citizens, which gives access to recent researches and to researches already funded from public money and taxes. The Open Access helps indirectly the citizens off ering the information assistance to the researchers and other people using the study’s results.

    The article presents the study results on the access to the scientific information ressources in the libraries of the Republic of Moldova. The majority of respondents are satisfied by the access to scientifical journals. In order to improve the access the researchers consider that the library should to change the policy of subscription to scientific journals and to organize various information activities, to implement innovative project of institution digital repository.

    Adoptarea noilor tendințe și competențe în formarea bibliotecarilor universitari

    The main objective of the article is to understand and document emerging trends in academic libraries for the period 2010-2024. These analyses are necessary to guide librarians, managers, and policymakers in making informed decisions aimed at enhancing the role and impact of libraries in higher education. The research methods include the analysis of relevant documents and evaluations by the Association of College and Research Libraries (ACRL). The results indicate a significant transformation of libraries influenced by technological advancements and social changes. The main trends identified include digital transformation, the integration of artificial intelligence, and a focus on diversity, equity, and inclusion. Additionally, the COVID-19 pandemic has accelerated the adoption of remote services and digital resources. To effectively implement these trends, librarians need to develop skills in technology, data management, teaching, collaboration, leadership, adaptability, and innovation.

    AGENDA ȘTIINȚEI DESCHISE ÎN REPUBLICA MOLDOVA: POLITICI ȘI ACȚIUNI NAȚIONALE

    Rezumat: Știința Deschisă se referă atât la practicile și normele unei comunicări și cercetări mai deschise și mai transparente în știință, cât și la discursul asupra acestor practici și norme. Implementarea Științei Deschise trebuie să fie susținută de politici naționale. Multe țări europene au aprobat politici privind Știința Deschisă pentru a îmbunătăți calitatea și eficiența științei, precum și pentru a spori creșterea economică și societală. Acest articol prezintă contextul din Republica Moldova în implementarea politicilor privind Știința Deschisă în Republica Moldova și implicările instituționale în practicile Științei Deschise. Sunt discutate condițiile prealabile pentru implementarea durabilă și consecventă a Științei Deschise, cum ar fi infrastructura Științei Deschise, stimulente pentru cercetători, evaluarea cercetării și conformitatea politicilor Științei Deschise cu experiențele țărilor UE și cerințele CE la nivel național. Abstract: Open Science refers to both the practices and norms of more open and transparent communication and research in science, and the discourse on these practices and norms. The implementation of Open Science must be supported by national policies. Many European countries have adopted Open Science policies to improve the quality and efficiency of science, as well as to enhance economic and societal growth. This article presents the context of the Republic of Moldova in the implementation of Open Science policies in the Republic of Moldova and the institutional involvement in Open Science practices. Prerequisites for sustainable and consistent implementation of Open Science, such as Open Science infrastructure, incentives for researchers, research assessment, and Open Science policies' compliance with the EU countries experiences and EC requirements on a national level are discussed.

    ASOCIAŢIA BIBLIOTECARILOR CA FACTOR DE DEZVOLTARE A COMUNITĂŢII PROFESIONALE

    Lucrarea reprezintă rezultatele cercetării de natură calitativă care a fost realizată în cadrul proiectului Building Strong Library Association (Consolidarea unei asociaţii puternice pentru biblioteci), implementat de către Asociaţia Bibliotecarilor din Republica Moldova (ABRM) în parteneriat cu Federaţia Internaională a Asociaţiilor Bibliotecarilor (IFLA) şi cu suportul Programului Novateca. Scopul studiului a fost de a evalua implicarea membrilor asociaţiei în acţiunile şi instructurile ABRM. Cercetarea a presupus desfăşurarea mai multor focus-grupuri, la care au participat bibliotecari din 17 raioane ale Republicii Moldova.

    The field of librarianship is ever expanding and changing, from exploding information technologies, to diverse groups of users with increasingly complex information needs. Library professionals need to be as savvy as the clients they serve, and the most productive and effective way for librarians to keep up with these changes is to seek out professional development opportunities. This paper seeks to address the changing trends of the library profession, including the changing nature of library and information science self-development as a method of continuing education, and to exemplify the importance and necessity of self-development for librarians. The paper presents several results of the survey regarding professional competences of librarians and continuing professional education that has been conducted in libraries of the Republic of Moldova.

    BIBLIOMETRIC ASSESSMENT OF RESEARCH ON ENERGY IN THE WORLD, IN THE EASTERN EUROPE AND IN THE REPUBLIC OF MOLDOVA

    Society is becoming increasingly dependent on energy. It is a stimulating factor for economic growth and technological change, but also the most significant limiting factor. The analysis of research trends on energy is of great importance because it provides a picture of the development directions of the future. The goal of the paper is to evaluate the performance and tendencies of researches on energy in the World, Eastern Europe region and in the Republic of Moldova. This goal is achieved by using bibliometric methods. Bibliometrics has become standard method for measuring the impact of research, which is accepted as a valid way of ranking scientific performance and tendencies. The novelty of the work consists in the wider geographical and chronological coverage of the study in comparison with similar studies, as well as that the analysis was carried out based on data extracted from two international and one national databases: Scopus Elsevier, Web of Science Core Collection and National Bibliometric Instrument. It was revealed that on global, regional and national levels the number of papers on energy increases quicker than the total number of publications. There is also a growth of the share of publications on energy from total number of documents on global, regional and national levels. The contribution of the Eastern Europe in the global information flow on energy increases slowly but stable. Lower speed of increase of the contribution of the Republic of Moldova in the regional (EE) information flow on energy is detected.

    BIBLIOTECA PUBLICĂ ȘI ȘTIINȚA PARTICIPATIVĂ

    Autorul prezintă o introducere pe tema științei participative (știința cetățenilor). Știința participativă este unul dintre pilonii Științei Deschise identificate de platforma Open Science Policy. Articolul evidențiază noi oportunități importante pentru bibliotecile publice prin analizarea rolurilor pe care le-ar putea juca biblioteca în proiectele privind știința participativă, precum și prezintă exemple de bune practici ale bibliotecilor în ceea ce privește proiectele de știință participativă. Autorul sugerează că rolurile bibliotecilor care doresc să sprijine știința participativă sau să se angajeze în proiecte de știința participativă ar putea include contribuții la dezvoltarea abilităților specifice: dezvoltarea sau implementarea unui set de instrumente pentru proiecte ale științei participative, recrutarea și asistența voluntarilor pentru participarea în proiecte de știință participativă, elaborarea materialelor educaționale ș.a.

    DE CE ARTICOLELE ŞTIINŢIFICE AU NEVOIE DE CZU?

    Articolul prezintă o scurtă istorie a utilizării Clasificării Zecimale Universale (CZU) în cali tate de limbaj documentar mondial. Sunt prezentate exemple de folosire a CZU pentru bibliografii și cataloage naționale, în indexarea articolelor științifice, în elaborarea bazelor de date științifice, a sistemelor de servicii Internet etc. De asemenea, se face o trecere în revistă a utilizării CZU în Republica Moldova.Sunt specificate motivele pentru care revistele științifice din Republica Moldova trebuie să aplice indicele CZU. Această practică va asigura un acces eficient la conținut, căutare relevantă a articolelor științifice în Instrumentul Bibliometric Național, precum și va spori vizibilitatea internațională a publicațiilor științifice din Republica Moldova.

    COMPETENȚE PENTRU VIITOR: REFLECȚII PE MARGINEA CERCETĂRII NEVOILOR DE FORMARE PROFESIONALĂ A BIBLIOTECARILOR

    We are present at the fundamental transformations of the libraries, both on a global and national level, of the Republic of Moldova. Several foresight studies, launched lately, mention cardinal changes, both at the level of skills and in the professions, for the future. Regarding the disappearance of librarian, documentary and archivist professions, the main arguments are the digitization of all libraries and archives - these infodocumentary institutions provide remote access to any information 24 hours, 7 days a week. Librarians and archivists in their current formula will disappear, but document management will be based on network solutions. Creativity will become one of the first three skills of specialist staff. The avalanche of new products, new technologies and new ways of working demand more creativity in order to benefit from these changes. In order to understand the professional competencies required for librarians from different types of libraries, as well as to better understand the trends and needs of professional training of the infodocumentary specialists in the Republic of Moldova, the Association of Librarians of the Republic of Moldova (ABRM) realized at the end of the year 2015 the Research Studying the training needs of library specialists.

    COMPETENŢELE PROFESIONALE ALE SPECIALIŞTILOR ÎN INFORMARE ŞI DOCUMENTARE ŞI PROCESUL DE LA BOLOGNA

    Conform unor clasificări, principalele atribuții ce revin specialiștilor în informare și documentare se referă la priceperea de a lucra cu tehnicile noi de organizare a informației (39%), aptitudini comunicaționale și de relații interpersonale (50%), entuziasm și motivație, disponibilitatea de a lucra sub presiunea timpului (11%) [5, P. 15]. Viziunea angajatorilor autohtoni privind competențele profesionale ale absolvenților corespund opiniilor specialistilor străini. În același timp, cerințele faţă de competențele profesionale ale bibliotecarilor contemporani cresc. În opinia angajatorilor bibliotecarul este un tehnician, formator, comunicator, organizator, capabil de gestiune, relații interumane, cu imaginație în dezvoltarea de proiecte, capabil sa lucreze în echipa, să coordoneze, sa evalueze .

    Comunicarea ştiinţei şi educaţia în societatea bazată pe cunoaştere

    Lucrarea dezvăluie un rol crescând al comunicării științifice pentru cultura științifică a societății și rolul comunicării științifice în societatea bazată pe cunoaștere. Acest articol oferă o analiză a rezultatelor sondajului privind implicarea cercetătorilor în procesul de comunicare științifică și constituirea culturii științifice a societății. Studiul arată că cercetătorii preferă să comunice cu publicul despre știință folosind mijloace tradiționale: conferințe, prelegeri publice și articole în reviste populare. Tinerii cercetători folosesc adesea noile media pentru comunicarea științifică. Un rol important în comunicarea științifică are diferite structuri: instituții de cercetare, muzee, biblioteci și mass-media. Comunicarea cunoștințelor științifice prin mass-media contribuie la formarea unei culturi științifice și la construirea cunoștințelor științifice de bază.

    COMUNICAREA STIINTIFICA IN CONTEXTUL ACCESULUI DESCHIS LA INFORMATIE

    În această lucrare se tratează mai multe probleme actuale din societatea informațională. Prima o reprezintă problematica comunicării științifice actuale din mai multe puncte de vedere: modelele de comunicare științifică în continuă schimbare impactul pe care acestea îl au atât asupra comportamentului informaţional al utilizatorilor de informaţii cât şi asupra celor care gestionează informaţia. Altă problemă actuală deosebit de importantă este cea a Accesului Deschis la informația științifică. Se continuă cu rolul bibliotecii în mișcarea accesului deschis, și se finalizează cu studii bibliometrice cu privire la producția științifică a Republicii Moldova prin analiza indicatorilor scientometrici.

    COMUNICAREA ŞTIINŢIFICĂ ÎN CONTEXTUL ACCESULUI DESCHIS LA INFORMAŢIE (AUTOREFERATUL TEZEI DE DOCTOR HABILITAT ÎN SOCIOLOGIE)

    Domain of research: Communication Sciences. Aim of the thesis: Trends determination of the evolution of scientific communication, elucidate and analyze features of scientific communication process in the context of open access to information. Objectives of the thesis: revealing the essence of scientific communication; analysis of the traditional paradigm of scholarly communication and transformation of the paradigm under Open Access; research of the policies and strategies of Open Access to scientific information; social assessment of scientific communication system transformations; assessing the crisis effects of scholarly communication system; studying the mechanism of scientific communication through the scientific journals system of the Republic of Moldova; studying the perception of the scientific communication role for the scientific community of the Republic of Moldova; clear up the role of libraries as social factor in the scientific communication process; emphasizing the impact of Open Access on expanding the visibility of science and social interactions through citations. Basically new obtained results for science and practice: multidimensional examination of the scientific communication phenomenon; development of the scientific communication model in the context of Open Access; scientific demonstration of the Scientific Communication and the determination of a new direction of research in Communication Science. Theoretical significance of the thesis lie in the conceptualization of the scientific communication phenomenon and the scientific communication innovative paradigm, based on Open Access; in the development of a new scientific communication model, based on the concept of Open Access; in the creating of the explanatory theoretical framework for scientific communication in the context of changes in the distribution and the access to the scientific information; in the identification of the scientific communication as a new direction of research in communication science. Practical value of the paper consists in use of the recommendations that will allow to improve the scholarly communication system in the Republic of Moldova by implementing Open Access strategies. The study results can serve as a methodological foundation for the open access institutional policy and for the implementation of alternative methods of publication and access to scientific information. Implementation of the scientific results: The scientific research results have been applied to promote innovative models of dissemination and access to scientific information. The conclusions and recommendations presented in this thesis the have been applied to develop strategies for the development of the institutional repositories in several universities of the country. In addition, this study underlies some university courses.
