Abstract

This article explores the theoretical and conceptual foundations of adaptive leadership, emphasizing its relevance for institutional reforms in the Republic of Moldova during its process of European integration. Based on the works of Ronald Heifetz and collaborators, adaptive leadership is presented as a form of leadership capable of addressing complex challenges through collective learning, internal mobilization, and the management of systemic tensions. In contrast to transactional and transformational models, adaptive leadership stands out by fostering organizational change through participatory and resilient processes. The analysis of the Moldovan context reveals a dominant transactional leadership style in public administration, shaped by hierarchical structures, centralized decision-making, and a lack of incentives for innovation. The article argues that the promotion of adaptive leadership is crucial for strengthening democratic governance and aligning Moldova’s public sector with European standards.
