REFLECŢII ASUPRA MANAGEMENTULUI PROIECTELOR TEMPUS (în baza proiectelor implementate la USM)

Abstract

În articol este analizată activitatea de management al proiectelor Tempus. Sunt descrise acţiunile coordonatorului local de proiect şi ale asistentului(ţilor) acestuia în vederea implementării cu succes a proiectelor. La fel, sunt analizate şi unele prevederi ale regulamentelor Agenţiei Executive pentru Educaţie, Audiovizual şi Cultură a Comisiei Europene (EACEA), care, în opinia autorului, au un caracter discriminatoriu şi necesită revizuire. Autorul concluzionează că implementarea cu succes a proiectelor Tempus la nivel instituţional depinde în mare mă- sură de calitatea managementului, de cunoştinţele şi abilităţile de manager ale coordonatorului şi asistenţilor de proiect, dar şi de personalul academic antrenat în realizarea obiectivelor proiectului. În scopul evitării situaţiilor neclare, uneori şi neplăcute, este necesar ca EACEA să se consulte şi să conlucreze cu partenerii proiectelor Tempus în vederea perfec- ţionării unor prevederi ale regulamentelor de implementare a proiectelor.The article analyzes the management activity of the Tempus projects. There are described the actions of the local project coordinator and his assistant(s) for the successful implementation of projects. Also, there are analyzed some provisions of the Education, Audiovisual and Culture Executive Agency of the European Commission (EACEA), which, in the author's opinion, are discriminatory and requires review. The author concludes that the successful implementation of the Tempus projects at the institutional level largely depends on the quality of management, on the management knowledge and skills of the project coordinator and assistants, but also by the academic staff involved in the achievement of project goals. In order to avoid unclear situations, sometimes unpleasant, it is necessary that EACEA should consult and cooperate with the partners of Tempus projects in order to improve some provisions of the regulations on projects implementation.
