Item STRATEGIILE DE POLITICĂ EXTERNĂ A REPUBLICII MOLDOVA ÎN CONTEXTUL NOILOR AMENINȚĂRI DE SECURITATE REGIONALĂ(CEP USM, 2023) Budurina-Goreacii, CarolinaForeign policy is exercised by the central authorities of the state and their representatives. The decisions taken in the framework of foreign policy are considered to be the most important instruments available to a state in achieving the national interest. This article aims to investigate the main existing strategies of the Republic of Moldova emerging from the country’s foreign policy, but also from the national interest established by the existing legal framework. In its European course, but also in the context of the Ukrainian war, we nevertheless observe that a series of strategies used in the past have proven to be outdated or less effective. That is why the author presents at the end of this article possible strategies that our country could adopt in collaboration with external actors to face the new regional challenges, but also to fulfill the European standards that our country has undertaken to respect once it became a candidate country for the EU.Item RELAȚIILE UNIUNII EUROPENE CU FEDERAȚIA RUSĂ: EVOLUȚIE ȘI COOPERARE SAU STAGNARE?(CEP USM, 2023) Cataraga, LauraArticolul examinează starea actuală a relațiilor dintre Uniunea Europeană (UE) și Rusia, evidențiind legăturile istorice, culturale, științifice și economice împărtășite, precum și implicarea lor comună în problemele globale cheie. Se subliniază rolul semnificativ jucat de Parlamentul European în conturarea și promovarea politicii externe a UE, în ciuda rolului său formal limitat în procesul decizional. Articolul identifică principalele domenii de divergență între UE și Rusia, cum ar fi politica externă, securitatea regională, valorile democratice, conflictele din Siria și Ucraina, politica energetică, securitatea cibernetică și campaniile de dezinformare. În plus, se discută impactul economic al sancțiunilor impuse de UE în urma agresiunii Rusiei împotriva Ucrainei. Articolul concluzionează prin sugerarea că UE trebuie să dezvolte o politică externă robustă față de Rusia, să se angajeze activ cu vecinii săi din est și să navigheze o Rusie post-Putin menținând în același timp o front unit.Item RETROSPECTIVĂ A RELAȚIILOR DE COOPERARE DINTRE REPUBLICA MOLDOVA ȘI UNIUNEA EUROPEANĂ ÎNTR-O NOUĂ CONFIGURAȚIE A SECURITĂȚII REGIONALE(Print-Caro, 2023) Ciobanu, NataliaSecuritatea regională reprezintă relațiile de cooperare dintre statele unei regiuni și capacitatea acestora de reacție împotriva destabilizării situației, a crizelor și a conflictelor militare apărute la nivel regional. Acestea pot fi asigurate în urma unor tratate regionale încheiate sau a unor structuri regionale formate. În acest articol, autorul va efectua o prezentarea a acțiunilor efectuate de Uniunea Europeană în Republica Moldova pentru asigurarea securității regionale, grav afectată de către agresiunea militară a Rusiei în Ucraina. Acest sprijin a fost divers și direcționat promt pentru necesități- le strigente apărute. Astfel, suportul politic, financiar și de expertiză a vizat: gestionarea frontierelor și a fluxului masiv de refugiați, asigurarea traficului de mărfuri agricole prin conectarea Republicii Moldova și Ucrainei la rețeaua transeuropeană de transport, depășirea crizei energetice și sprijinirea grupurilor vulnerabile, modernizarea armatei, asigurarea rezilienței economice și dezvoltarea afacerilor etc. Actualitatea și scopul acestui studiu rezidă în importanța perceperii de către factorii de decizie politică și cetățeni a expresiei unității și eforturilor comune înfăptuite privind rezistența națională a unui stat lipsit de protecția NATO în fața unei agresiuni militare. Aplicarea principiului efortului național conjugat, reiese din art.11 al Constituției privind neutralitatea permanentă, potrivit căruia Republica Moldova singură „va opune rezistență unui agresor care amenință cu forța suveranitatea, independența și unitatea, integritatea teritorială și democrația constituțională a țării”.Item ROLUL PROCESULUI DE NEGOCIERE ÎN RAPORTUL SECURITATE REGIONALĂ – SECURITATE NAȚIONALĂ: CAZUL REPUBLICII MOLDOVA(Institutul naţional de informaţii şi securitate „Bogdan, întemeietorul Moldovei”, 2022-05-14) Saca, Victor; Buzu, SergiuAfter 77 years, Europe is in the middle of a new war, using exactly the same model of destruction: terrorizing civilians, indiscriminate bombing, using the media to undo the truth through lies, violating international treaties, incapacity of the League of Nations (today UN), to stop the illegal and unprovoked invasion of one nation against another, terror by starvation, rape and war crimes. The war in Ukraine generated changes with very long-term effects, in a world rearrangement that was difficult to anticipate, before the outbreak of the conflict, politically and economically, it has accelerated the changes and made the difficult decisions that would have been taken in years, to be adopted within weeks. Their effects will redraw the political and geopolitical landscape for many decades to come. Today, in the context of the war in Ukraine and the latest news, including from the US Secret Service, which believes that Putin's war in Ukraine is likely to become "more unpredictable and intense" in the coming months and may extends from the Donbas to Transnistria, no political force, especially the country's leadership, can afford to treat it as an ordinary issue. Political and especially economic isolation, through the introduction of unprecedented sanctions, the isolation of global financial markets, the boycott of all Russian goods, especially gas and oil, may become a key mechanism for Russia to stop the war and return to the table of negotiations. The antagonism of the belligerent camps is about to reach its peak, and the hatred infiltrated between the peoples is already at the level of DNA. Constructive negotiations are becoming more and more difficult to achieve. The globalization of terrorism imposes to states new common and strong needs for security and defense policy. International cooperation between Intelligences services is one of the most powerful tools in fighting terrorism. The survival and smooth running of things depends on the ability of Intelligence services to combat contemporary terrorism. A strategic objective is to promote the process of integration of our country in the European Union, being convinced that joining the European Union will provide new guarantees of stability and will enhance the security of the Republic of Moldova. In terms of new global transformations,terrorist actscan be prevented and combated only through effective cooperation of modern Intelligence services able to solve problems, to collect and process information, including useful adequate scientific, technological, military, economic and political one. After the abolition of the Warsaw Pact, the ,,balance of power" strategy in achieving security no longer works and, as such, the Eastern European security system must be rebuilt in accordance with the new realities. The tendencies regarding the reorganization of the European security system are diverse and contradictory, each actor (state, group of states, organization) wanting to occupy a more advantageous place in order to be able to promote and, if necessary, to defend its own interests. This article aims to determine the main definitions and theories of national and regional security in the context of Eastern European stability. This article analyzes the presence of vulnerabilities in the Black Sea basin and their impact on regional security.Item INTERNAL FACTORS AND GEOPOLITICAL ASPECTS OF THE ARAB SPRING(CEP USM, 2015) Luchin, Timur; Ejov, CristinaIn this article authors comprehensively analyze the internal factors and the geopolitical aspects of the Arab Spring. This phenomenon has seen the removal of numerous political regimes in its way, and it has had great impact on the political situation and democratic governance in the Arab world in particular, an d the world in general. We highlight zone of interests, systems of alliance and regional geopolitical flashpoints in general, and the role of the U.S. as “prima player” in the region in particular. The Arab Spring led to regime change and de mocratic reforms, but, at the same time, its “furious power” has set fire to the civil war, social unrest and prolonged political crises.
