    Today, the discussion regarding the trend of the Republic of Moldova towards the community space and the process that entails the procedure of association, pre-accession and, finally, integration of our country within the European Union, is becoming more and more current. Starting from this idea and its degree of research, the purpose of the article consists in deepening the concept of management in the sphere of customs activity and aims at the Moldovan customs system, aiming to analyze its way of organization, its structure, challenges and the economic ideology that it materializes.

    ASPECTE TEORETICE PRIVIND SITUAȚIILE DE CRIZĂ

    In recent decades, several crisis situations have been registered in the world that directly impact the entire society. The content of this article is oriented toward the identification of crises, some of the theoretical aspects regarding crises, and the need to modernize society in preventing or successfully overcoming these situations are addressed. The appearance of the crises requires multisectoral actions and the implementation of a set of indicative actions, this being modified, completed, and updated depending on the evolutions of the crises recorded in the intervention areas, the realization of the assumed commitments, and the identification of new policy interventions, able to contribute to overcoming the crises.

    This article seeks to analyse the process of establishing of performance indicators in public authorities, which contributes to democratization and efficiency of the evaluation of the professional performance by the public servants. Assessment of the results and of the level of objectives’ completion by the human resources from the public authorities represents a decisive factor in providing public services in fully accordance with growing demands both at the level of the entity and from citizens and society.

    ISTORIA ȘI EVOLUŢIA MĂSURĂRII PERFORMANŢEI ÎN SECTORUL PUBLIC

    Performance measurement started to be done since the end of the 19th century. In the first phase (which lasted until the 1980s) the focus was on financial indicators such as profit, profitability or productivity. This system was designed for industrial operations and aims to reduce costs, increase the efficiency of labor and the use of machines. The fact that everything is expressed in monetary terms makes it difficult to evaluate on two increasingly important scales lately: quality and time. In addition, the structure of the economy has changed, where services are increasingly important (where productivity is harder to quantify) and the cost structure has changed significantly. Another problem of these performance measurement systems is the inadequacy to the requirements of the public sector.

    Covid-19 a provocat perturbări majore în întreaga lume. Pandemia în curs de desfășurare afectează deja multe aspecte ale vieții noastre de zi cu zi și va forța, fără îndoială, să se rearanjeze asupra societății noastre globalizate. După cum spun mulți experți, acesta este un moment de „înainte și după” criză. În acest articol va fi analizată administrarea activităților insituțiilor socieății civile în perioada pandemiei COVID-19. În particular vor fi examinate unele aspecte privind redimensionarea instituțiilor societății civile în planificarea activităților, dar și pașii de urmat pentru a-și menține existența în perioada pandemiei. Aceste elemente vizează: personalul și voluntarii organizației; comunitatea; donatorii și alte părți interesate.
