    STRENGTHENING THE RESILIENCE OF STATES AGAINST HYBRID THREATS – LESSONS FOR THE REPUBLIC OF MOLDOVA

    Hybrid threats have become an increasingly frequent and pressing topic in the agendas of states and international organizations regarding national, regional and global security. Challenges from state or non-state actors, aimed at exploiting the vulnerabilities of political systems to their own advantage, through the use of an amalgam of diplomatic, military, economic, and technological instruments, are quite frequent. The research comes to analyze the policies and actions taken by the authorities of the Republic of Moldova in order to counter the hybrid threats that our state is facing. States are responsible for responding to hybrid threats by enhancing their resilience and by detecting, preventing and responding to hybrid threats. In the development and planning of responses to hybrid threats, the Republic of Moldova must also focus on the solutions offered by the EU institutions in providing coordinated responses to the entire community, starting from actions aimed at raising awareness of the situation; increasing information security resilience in the segments of maximum vulnerability and increasing response capabilities.

    DEZ]INFORMAȚIA CA ARMĂ ÎN RĂZBOIUL RUSIEI ÎMPOTRIVA UCRAINEI: DIMENSIUNEA EUROPEANĂ

    În lumea contemporană informația a devenit o armă, pe care Rusia o folosește în războiul împotriva democrației. Anexarea Republicii Autonome Krimea și ocuparea temporară a regiunilor Donețk și Lugansk de către Rusia în anul 2014 au stat la inițierea războiului ruso-ucrainean, în care fiecare stat din lume ocupă o poziție, susținând-o prin diverse mijloace. Uniunea Europeană din primele zile ale războiului a susținut Ucraina, integritatea ei teritorială și independența. Anume din acest motiv Rusia activ desfășoară războiul informațional împotriva statelor europene. Autorul analizează nivelurile războiului informațional al Rusiei împotriva lumii democratice, reprezentând keisuri separate, particularități a politicii informaționale a Uniunii Europene, de asemenea, posibilități de consolidare a eforturilor Uniunii Europene și a statelor transfrontaliere cu ea în lupta cu războiul hibrid al Rusiei.

    In the 21st century, 2022, when technologies have developed enormously, when we now ended up sending people into space not as scientists but as mere visitors, when in the 18th century Jules Verne wrote "From the Earth to the Moon" and the journey to the moon was a fantasy, The war in Ukraine once again brought to public attention the "hybrid war" term. In this article I will analyze and try to highlight some elements related to hybrid warfare, namely: the actors involved, the risks, conventional or unconventional methods of fighting, countering, and defense measures.
