    THE CROSS OF CHALLENGES FOR SOCIAL SCIENCE

    Social Science is considered to be a domain of analysis and methods that attempts to explain the dynamics between humans, cultures, systems and societies. The goal of this research is to emphasize the main challenges for Social Science at the beginning of the digital era in the 21st century, when human and physical systems rely more and more on the online environment and thus on the internet. There are, from our perspectives, 4 main challenges that we consider to be important in understanding how social science can evolve not only for the scientific community but also for the real communities themselves. The first challenge is represented by the competition with other sciences, more precisely with natural and exact sciences, the second challenge is represented by the attempt to solve societal problems, the third challenge is represented by the use of creativity in order to deliver comprehensive theoretical models and practical solutions. The fourth challenge is represented by the production system of social science, in other words, what products are released by this particular field of science. With the rise of the growing digital platforms and the importance of the online environment for all societies, social scientists will have to double their efforts for discovering the true dynamics of such a complex global society.

    PRINCIPIILE DE GESTIONARE A POLITICILOR DE ACHIZIȚII PUBLICE ÎN STATELE UNIUNII EUROPENE

    Throughout its existence, the European Union has sought to optimize the functioning of the internal market, elaborating various strategic documents to realize the economic potential. The public policy promoted aimed at opening the national markets of the public countries and developing competitive skills to other member states, offering a competitive offer and significant opportunities. In addition to opening up competitiveness, the adopted policy also resulted in preventing inefficient public spending, providing a major means of avoiding corruption, as well as giving taxpayers assurance that their money is being spent correctly and thus public confidence in the government. The accession of the European Union in 1996 to the World Trade Organization (WTO) Agreement on public activities has considerably influenced the legal basis of the EU in the field of public activities.

    The beneficial impact of the creation of the electronic market on global producers and consumers is considerable. Companies that implement electronic commerce have obtained the opportunity to benefit from the advantages of a large market, with a huge absorption potential, and consumers can purchase goods and services at lower prices than in classic markets. This article examines the issues and challenges that arise in e-commerce, examining issues such as security, competition, regulation, logistics and environmental issues. In addition, potential solutions to address these challenges and ensure the long-term success and sustainability of the sector will be explored.
