    This article aims to analyse the key elements of administrative, social, and political re- forms in the Republic of Moldova and their contribution to the consolidation of the country’s European path. Moldova, a small landlocked country in Eastern Europe, has been actively pursuing integration with the European Union (EU). The report explores various administrative, social, and political reforms, highlighting their impact on Moldova’s European aspirations. The analysis sheds light on the progress, challenges encountered, and future prospects for further consolidating Moldova’s European path.

    MECANISMUL DESEMNĂRII PROCENTUALE ÎN REPUBLICA MOLDOVA: PROBLEME, REALITĂȚI ȘI PERSPECTIVE

    The percentage designation presents the action through which the natural person redirects part of the amount related to the state budget to the non-governmental sector. It is a possibility for citizens to participate in the process of apportioning the public budget, which previously was only the responsibility of the state. Therefore, in this article, the author proposes to examine the course of the percentage designation since passing this mechanism by the legal framework. It is analyzed the achievements, problems and some recommendations in order to overcome the existing gaps in the percentage designation process. For a more in-depth analysis, the author examined the annual reports of the State Fiscal Service regarding the percentage designation, legislative acts in the field, press statements of civil society representatives, website pages, articles and other relevant sources regarding the analyzed subject. In this context, it is mentioned that since its implementation the percentage designation mechanism is not perfect neither for its beneficiaries nor for taxpayers. Therefore, the recommendations highlighted in the article should be taken into account especially by the decision-making actors in the Republic of Moldova.

    INFRASTRUCTURILE CRITICE NAȚIONALE - ELEMENT INDISPENSABIL AL SECURITĂŢII NAŢIONALE

    The economic and social evolutions at national level, the potential of risks and threats, as well as the consequences, create premises for identifying and implementing measures meant to ensure the protection of the vital objectives of the state which is an essential element of national security. One of the primary tasks would be to adjust the regulatory framework, based on the real risks and threats to critical infrastructure. In the process of elaboration and implementation of the legislative and applicative measures, the involvement of the critical infrastructure operators as well as of the managers of the vital objectives is welcome. As a result of this collaboration, on the subject of legislative issues, a habit of inter-institutional collaboration would be formed with the operators of the objectives on the level of critical infrastructure protection. Another important aspect is the establishment of effective mechanisms for communication and consultation with civil society. Knowing the vulnerabilities of the vital goals system could omit some dangers and create premises for the formation of a safe climate in society

    ГРАЖДАНСКОЕ ОБЩЕСТВО МОЛДОВЫ И ГРУЗИИ: СРАВНИТЕЛЬНЫЙ АНАЛИЗ

    The article is devoted to the comparative analysis of civil society of the two post-Soviet countries - Moldova and Georgia, identifying similarities and differences in the process of its functioning and development. The article gives a brief description of the civil society of the two states and the legal framework regulating the activities of civil society and its relationship with the state. The authors identified three comparison parameters: situation in the field of human rights; solution of "frozen" conflicts; interaction of civil society and the state. Comparative analysis allowed to identify common and distinctive features that characterize the civil society of Moldova and Georgia. Both countries are characterized by common problems: situation remains difficult in the field of human rights; in both countries frozen conflicts remain unsettled; the state does not always listen to the views of civil society. At the same time, each country has its own particularity. The authors conclude that in the present both Moldova and Georgia are in need of a strong and competent civil society, which should contribute to the implementation of reforms that will promote both countries towards European integration.

    IMPORTANȚA ROLULUI SOCIETĂŢII CIVILE ÎN COMBATEREA SPĂLĂRII BANILOR PUBLICI

    Money laundering and terrorist financing are closely related phenomena of the shadow economy. The increasing incidence of these financial crimes has highlighted the serious threat to the integrity of national and international financial systems. Circulation of information, capital, people, goods and services dictate the need to change the attitudes towards transnational crimes.Ensuring an effective cooperation, both nationally and internationally, to combat public money laundering and terrorist financing, depends on a planned approach of exchange of information and knowledge, ensuring continuity of formal and informal common databases, that occur several key directions such as quick change of the legal framework, operation concepts, strategies, policies and technologies.An accurate and impartial information will contribute to increase the society’s confidence in the system of institutions involved in preventing and combating public money laundering. Each target included in the work plans or strategy, will increase national system to prevent and combat public money laundering. Therefore, each objective will include several actions to be achieved within the deadlines set by each responsible institution.
