    DE LA STATU-QUO LA SCHIMBARE: RECONFIGURAREA ATITUDINII FAȚĂ DE MUNCĂ A FUNCȚIONARILOR PUBLICI ÎN ERA POSTPANDEMICĂ

    In that article, I tried to explain the path of change in the attitudes of public officials who worked without many problems and obstacles before the pandemic, and everything that followed after the pandemic. The process of reconfiguring the activities of public officials and the way they are viewed at work is described. It is evident that their role has increased, and many public officials no longer want to work as they did before the pandemic, but they want emotional stability at work. It is a long process in the initial phase, but it is progressing quickly. There is still much work to be done, but it is important that it is understood that the post-pandemic era differs greatly from what it was before.

    FUNCŢIA PUBLICĂ ȘI FUNCŢIONARII PUBLICI – ASPECTE DE DREPT COMPARAT

    By analyzing the main body of regulations on public service and on the status of civil servants from different member states of the EU, we can identify several similarities, as well as significant differences. Comparisons among the different ways the states choose to regulate civil service makes us raise the question if there is an ideal model for such regulation of the civil service,model that could be applied in as many European administrative systems as possible, especially those systems that are reforming their civil service. In this article, I try to identify several relevant similarities and differences that characterize the administrative systems of some European states. Other provisions regarding the public service are analyzed, especially those regulations that refer to the civil servants career (structure, access conditions, selection and promotion), their rights and obligations, classifications inside the public service and civil servants’ accountability.

    INNOVATIONS IN THE CIVIL SERVICE SYSTEM OF THE REPUBLIC OF AZERBAIJAN

    Following the Republic of Azerbaijan’s independence, changes were made to national state building in line with state administration systems recognized in the modern world, and the old Soviet state apparatus that had ruled the nation for 70 years was replaced with an independent state administration apparatus of Azerbaijan. In addition to the establishment of the country’s public administration system, reforms in other facets of life there also started. These changes affected the administrative and socioeconomic management systems. In addition to the necessity of implementing state construction, the execution of administrative reforms and, in particular, the implementation of changes in the civil service, was influenced by worldwide trends.
