    Throughout its existence, the European Union has sought to optimize the functioning of the internal market, elaborating various strategic documents to realize the economic potential. The public policy promoted aimed at opening the national markets of the public countries and developing competitive skills to other member states, offering a competitive offer and significant opportunities. In addition to opening up competitiveness, the adopted policy also resulted in preventing inefficient public spending, providing a major means of avoiding corruption, as well as giving taxpayers assurance that their money is being spent correctly and thus public confidence in the government. The accession of the European Union in 1996 to the World Trade Organization (WTO) Agreement on public activities has considerably influenced the legal basis of the EU in the field of public activities.

    In recent years, there has been a significant increase in concern about corruption in the public domain, as it can lead to unnecessary expenditure and affect the process of effective governance. In the Republic of Moldova, public procurement remains an area vulnerable to irregularities, fraud and corruption. For this reason, it is necessary to apply anti-corruption measures in the field of public procurement. These measures are aimed at preventing and combating corruption at all stages of the public procurement process, starting with the identification of the needs of public authorities, continuing with the selection of suppliers and concluding contracts, and ending with the monitoring and reporting of obtained results.
