Item Case study: the process of national security consolidation in Croatia – perspectives for the Republic of Moldova [Articol](CEP USM, 2025) Bevziuc, Victoria; Grigoriu, IngaThe evolution of the national security assurance system of the republic of Croatia in the context of its integration into European and transatlantic security structures, a distinct stage in the dynamics of the regional security landscape. This study aims to investigate the determining factors of Croatia’s accession process to NATO and the European Union from the perspective of their implications on the Croatian national security architecture. The research objectives focus on identifying institutional and procedural mechanisms, analyzing transition periods and public support for the integration process, as well as assessing the challenges and opportunities generated by accession. The investigation’s findings highlight that the Croatian model offers valuable lessons regarding the strengthening of national security through European and Euro-Atlantic integration. The conclusions emphasize the importance of a strategic, coherent, and multisectoral approach in the accession process, while also underlining the adaptability of security mechanisms to new geopolitical realities.Item Cadrul politico-juridic al Republicii Moldova privind securitatea naţională(2025) Gupal, Vitalina; Cebotari, SvetlanaThis article is dedicated to the analysis of the phenomenon of the security environment of the Republic of Moldova in the context of geopolitical evolution. Ensuring national security in all areas of state activity is one of the imperatives of its existence as a sovereign and independent subject in relation to other states in world politics. In this context, the measures undertaken by the Republic of Moldova in order to create the national security system, and its materialization through the formation of the normative framework and the empowered structures, are presented.Item PROTECȚIA SECURITĂȚII ECONOMICE ÎN CONTEXTUL SECURITĂȚII EUROPENE(CEP USM, 2024) Perederco, VasiliiÎn comunicare autorul prezintă una dintre puţinele cercetări care îmbină elucidarea protecţiei în domeniul securităţii economice prin intermediul dreptului în baza actelor normative adoptate în Republica Moldova, unde, studiul securității economice este un subiect absolut pe ne drept ignorant de doctrină. Nu suntem siguri că există cauze obiective care ar explica această situaţie de-a dreptul ciudată, mai ales că securitatea economică naţională ameninţa să fie ireversibil deteriorată, atât de factori externi, cât şi interni. Este stabilit că importanţa subiectului este pe deplin înţeleasă numai în condiţii fait accomplit, când ameninţările în adresa securităţii economice devin realitate. Or, securitatea, în general, şi cea economică, în particular, nu admite abordări parţiale sau ocazionale. În rezultatul cercetărilor effectuate, autorul evidențiază și unele concluzii și recomandări. Istoria demonstrează că chestiunea securităţii economice nu trebuie să rămână doar în domeniul exerciţiilor academice, ci trebuie să constituie obiectul unui sistem de monitorizare şi gestionare permanentă.Item TERORISMUL – AMENINȚARE LA ADRESA SECURITĂȚII NAȚIONALE(CEP USM, 2024) Sîli, VasileTerrorism, being a negative social phenomenon in permanent evolution, endangers a wide spectrum of social values. Currently, it can already be stated that terrorist manifestations threaten national, regional and even international security. Some terrorist organizations have the human, logistical and functional potential that allows them to organize and carry out large-scale attacks. The example of ISIS demonstrates the need for permanent monitoring of terrorist groups and organizations, as well as the undertaking of the most active measures for their temporary destruction. National security being one of the most important social values is to be protected and ensured by applying all possibilities. In particular, the stated ones refer to the situation of particularly dangerous manifestations, such as those of the terrorist type.Item ACTORII ȘI AGENȚII INTERESULUI NAȚIONAL ȘI AI SECURITĂȚII NAȚIONALE(2022) Saca, Victor; Hîrbu, DianaÎn articolul propus spre publicare sunt examinate noțiunile de bază ale tandemului in- teres național - securitate națională, și anume cele de actor și agent ale acestui tandem. Atare noțiuni alcătuiesc ceea ce numim osatura interesului și securității, fiindcă anume actorul și agentul sunt considerați pe drept principalii purtători, dar și promotori ai tandemului inte- res național - securitate națională. În acest context, în articol, sunt analizate și evaluate cali- tățile actorului și agentului în câmpul complex al interesului și securității și, desigur, rolurile interpretate de ei pe scena politică actuală, inclusiv cea a Republicii Moldova. O atenție aparte acordăm personalității ca actor primar al interesului și securității, de care depind în ultima instanță capacitățile tuturor celorlalte tipuri de actori în aria interesului național și securității naționale. Totodată, este specificată activitatea comunității sociale ca actor colec- tiv al interesului și securității, dar și ale instituției politice ca agent decizional de interes și securitate. În cele din urmă, drept factor sintetic de analiză sunt evidențiate statul-națiune și societatea civilă ca unicii exponenți ai interesului național și securității naționale.Item ISTORIOGRAFIA CERCETĂRII MIGRAȚIEI ILEGALE CA AMENINȚARE LA ADRESA SECURITĂȚII. UNELE CONSIDERAȚIUNI(CEP USM, 2023) Buzev, Anatoli; Cebotari, SvetlanaPrezentul articol examinează abordarea cercetării interdisciplinare a migrației ilegale care permite reflectarea esenței acestui fenomen complex, contribuie la evidențierea (i)legalităților comune, precum și particularităților specifice migrației ilegale în cadrul studiilor de securitate. În același timp, fenomenul migraţiei ilegale comportă un caracter sistemic pentru societatea contemporană şi este integrativ după natura sa. Repercusiunile influențează diferite aspecte ale activității economice, sociale, politice, culturale etc. Astfel, problema migraţiei ilegale poartă un caracter universal, interdisciplinar, ceea ce s-a reflectat în apariția unor noi discipline de studiu. În acest context, putem menționa că problema migraţiei ilegale este un obiect de studiu interdisciplinar, tematica privind migrația ilegală a fost, în special, supusă cercetărilor politologilor, sociologilor, economiștilor și, recent, experților în domeniul securității naționale și internaționale.Item SECURITATEA MILITARĂ CA DEMENSIUNE A SECURITĂȚII NATIONALE A REPUBLICII MOLDOVA(Institutul naţional de informaţii şi securitate „Bogdan, întemeietorul Moldovei”, 2022-05-14) Busuncian, Tatiana; Nazarciuc, TatianaIn the context of external challenges exacerbation and incessant social crisis, continuously observed in the Republic of Moldova since the proclamation of state independence, the national security ensuring issue in the military field is of high actuality. The effectiveness and full operational capacity of the state security and defense sector constitute a vital element for sustainable development of the state and, accordingly, for growth of population welfare and socio-economic environment. In this study the authors identify that presently becomes extremely significant the concentration of state and society efforts to consolidate the military body to achieve the level at which the capacity to effectively defend the national interests of the Republic of Moldova becomes possible. Synchronizing the process of reforming defense and security sectors through institutional and conceptual approach would lead to the improvement of the military security system to prevent increasingly complex threats and perils.Item CONFLICTELE ÎNGHEȚATE DIN SPAȚIUL POST-SOVIETIC: REPERCURSIUNI ASUPRA SECURITĂŢII NAŢIONALE A STATELOR IMPLICATE(CEP USM, 2022-05-14) Bencheci, Marcel; Boroda, Dumitru; Cernețchi, Eduard; Kurtskhalia, AlexanderDevelopments related to the dispute settlement process in the Republic of Moldova and Georgia highlight quite clearly the support of separatism by the Russian Federation, which has, in fact, a triple status: a state that encouraged the outbreak of separatism and which actually controls separatist regions in terms of military, economic, financial, etc.; mediator in the negotiation process and guarantor of the agreements reached; directly interested in the final way of resolving the conflict.Item SECURITATEA NAȚIONALĂ ÎN CONTEXTUL CRIZEI REFUGIAȚILOR(Institutul naţional de informaţii şi securitate „Bogdan, întemeietorul Moldovei”, 2022-05-14) Colaţchi, Angela; Lîsîi, Cătălin; Donoaga, EcaterinaIn recent a few months, migration is a serious threat to the stability and prosperity of the Republic of Moldova. Now, the Republic of Moldova is the scene of political debates about the future of the community, the need to revise the fundamental agreements under which supra-state institutions operate. The crisis in which the Republic of Moldova is located has also been aggravated by the waves of refugees. The study addresses systemic migration, assessing the challenges and threats to Republic of Moldova security as an actor in international relations of every citizen. The author points out that this type of migration is caused by the invasion of Rusia on Ukraine. In closing, the author mentions that refugees should be treated carefully because marginalization and discrimination could deprive them of the possibility of social integration in the society of the destination country for those who wish and do their utmost to do so.Item SECURITATEA UMANĂ ÎN CONTEXTUL CONCEPTULUI DEZVOLTĂRII DURABILE ÎN REPUBLICA MOLDOVA(Institutul naţional de informaţii şi securitate „Bogdan, întemeietorul Moldovei”, 2022-05-14) Proca, Maria; Munteanu, CristianThe article deals with the concept of human security, which relates to much more than security from violence and crime. There are many other aspect of human security such as economic, food, environment or health security. Human security can also be used to look into personal, community and political security. There are presented the links between human security and the national security, development and external politics, and also the peace keeping process.
