    SOCIAL AND HUMANITARIAN DEVELOPMENT OF UKRAINE: CURRENT CHALLENGES FOR PUBLIC POLICY AND ADMINISTRATION

    The paper examines challenges in public policy formation and realization regarding the issues of social and humanitarian aspects under martial law. It analyses some of its key aspects which include Internally Displaced Persons, economic consequences, threats to security, psychological effects, humanitarian crisis, human rights violations and others. It studies the Plan on Ukraine’s Recovery regarding its social and humanitarian components. The paper examines the challenges and directions for their solution regarding the educational, cultural and health policy of martial law revealing the issues of security, priorities of military needs and resources.

    In a society undergoing economic transformation, such as Italy, the public sector is considered to be the engine that can accelerate the response to sustainable challenges by adopting policies, programs and strategic actions that integrate the objectives of sustainable development, that strengthen resilience through -a long-term strategic European vision for a prosperous, modern, competitive and neutral economy. Understanding and applying the tools and methods specific to strategic planning and management in the public sector in Italia have become absolutely necessary for ensuring the well-being of local communities, but also for institutional development and improving administrative capacity at the central, regional and local level.

    DE LA STATU-QUO LA SCHIMBARE: RECONFIGURAREA ATITUDINII FAȚĂ DE MUNCĂ A FUNCȚIONARILOR PUBLICI ÎN ERA POSTPANDEMICĂ

    In that article, I tried to explain the path of change in the attitudes of public officials who worked without many problems and obstacles before the pandemic, and everything that followed after the pandemic. The process of reconfiguring the activities of public officials and the way they are viewed at work is described. It is evident that their role has increased, and many public officials no longer want to work as they did before the pandemic, but they want emotional stability at work. It is a long process in the initial phase, but it is progressing quickly. There is still much work to be done, but it is important that it is understood that the post-pandemic era differs greatly from what it was before.

    FUNCŢIA PUBLICĂ ȘI FUNCŢIONARII PUBLICI – ASPECTE DE DREPT COMPARAT

    By analyzing the main body of regulations on public service and on the status of civil servants from different member states of the EU, we can identify several similarities, as well as significant differences. Comparisons among the different ways the states choose to regulate civil service makes us raise the question if there is an ideal model for such regulation of the civil service,model that could be applied in as many European administrative systems as possible, especially those systems that are reforming their civil service. In this article, I try to identify several relevant similarities and differences that characterize the administrative systems of some European states. Other provisions regarding the public service are analyzed, especially those regulations that refer to the civil servants career (structure, access conditions, selection and promotion), their rights and obligations, classifications inside the public service and civil servants’ accountability.

    DIGITALIZAREA SERVICIILOR PUBLICE CA MIJLOC DE ATENUARE A CORUPȚIEI ÎN ADMINISTRAȚIA PUBLICĂ

    The digitalization of public services is a phenomenon that has generated growing interest in the vast majority of the world’s countries, whether they are democratic and liberal regimes or regimes that impose various social, political or economic restrictions on their citizens. With this in mind, in this article we will try to analyse how the digitalization of public services can reduce the phenomenon of corruption, in the context of the European Union. To this end, we propose, as the basis of the article, a real statistical analysis of the European Union countries that joined after 2004, taking into account the fact that the vast majority of these countries had undemocratic regimes, in which the phenomenon of corruption was considered a „quasi-normality”.

    In the present article we bring models of previous experience in the flexibilization of work, the public sector quickly made the change, adapted on the fly, understanding that in such moments the continuation of the activity as the main goal. Flexible working conditions are becoming more common in modern economies because a forward-looking public service understands how the work of civil servants is changing and knows how to transform its workforce to get the job done. It is a public service that can anticipate the skills it will need and has the tools to plan ahead so that skilled workers are ready to be deployed when they are needed.

    FUNCȚIONARUL PUBLIC - MODEL DE CORECTITUDINE ȘI INTEGRITATE

    One of the central objectives of the state, undoubtedly, must include attracting trained, specialized persons to the public administration, able to actively contribute to the implementation of reforms established to improve public services and living standards. This principle must be applied carefully, especially when one wants to enter a public office or to promote in a higher position. What is certain is that we can almost never know what that official who has been entrusted with new responsibilities will prove in the public service, even if he has good training from an academic or professional point of view. For this very reason, the competent institutions must apply the most effective methods of identifying specialists capable and suitable for their functions, and this can happen, from my point of view, through a form of organization called MERITOCRACY.

    ISTORIA ȘI EVOLUŢIA MĂSURĂRII PERFORMANŢEI ÎN SECTORUL PUBLIC

    Performance measurement started to be done since the end of the 19th century. In the first phase (which lasted until the 1980s) the focus was on financial indicators such as profit, profitability or productivity. This system was designed for industrial operations and aims to reduce costs, increase the efficiency of labor and the use of machines. The fact that everything is expressed in monetary terms makes it difficult to evaluate on two increasingly important scales lately: quality and time. In addition, the structure of the economy has changed, where services are increasingly important (where productivity is harder to quantify) and the cost structure has changed significantly. Another problem of these performance measurement systems is the inadequacy to the requirements of the public sector.

    PUBLIC ADMINISTRATION IN WARTIME: RISK ASSESSMENT

    Risk management of the state administration process is a multifaceted problem, the positive solution of which is impossible without taking into account numerous factors affecting the subject and objects of administration. Usually, the practice of public administration corresponds to a complex approach to risk management, which simultaneously involves the application of actions of an economic, organizational and technical nature. The substantiation of the theoretical principles of risk management at the level of public authorities has not yet become a component of the theory of public administration. In the study, based on the results of the generalization of the review of the problem, a proposal is presented regarding the use of state management mechanisms to minimize possible risks.
