    The article explores peculiarities of shaping ethnic minorities’ integration policy in Georgia and Moldova going trough the period of the EU pre accession process. The analysis takes into account the context of increasing globalization and reveals main challenges these multiethnic states have to face in such conditions. Drawing parallels between two countries it was made an attempt to spot possible risks and prospects of the prevailing situation that can strongly influence ethnic policy making.

    The Republic of Moldova is one of the leaders of European integration among the post-Soviet countries. In April of 2014 Chisinau was the first after the Baltic States which received a visa-free regime with the Schengen countries. Although this privilege applies only to the holders of biometric passports, and only for short trips without the right to work, this event is of great importance for the country's inhabitants. However, visa-free regime perhaps is the only truly major and notable achievement of the Republic of Moldova authorities, who have declared the course of European integration as the only vector of external development in 2009.

    EUROPEAN INTEGRATION OF THE REPUBLIC OF MOLDOVA AT PRESENT TIME: REALITIES AND TENDENCIES

    The article presents an analysis of the role of the European integration process of the Republic of Moldova at current stage and it was supported by the Marie Curie International Research Staff Exchange Scheme Fellowship within the 7th European Community Framework Programme. The European integration of the Republic of Moldova is a complex process and it was supposed to some difficulties due to the political and economic instability that country experience. Thus, the author highlights the main priorities that should be undertaken to advance the European integration of the country: 1) implementation of Association Agreement; 2) carrying out of reforms; 3) Transnistrian conflict resolution; 4) consolidation of the civic society role in the process of European integration; 5) assurance of social cohesion and promotion of information campaign for the population.

    INTERESE ŞI PREZENŢE OCCIDENTALE ÎN REPUBLICA MOLDOVA LA SFÎRŞITUL ANILOR ’90 – ÎNCEPUTUL 2000

    Since the early years of independence, Moldova has established relationships with several states. However, during the 90s, our country did not show a high interest for the major Western powers. The situation has evolved in the early 2000s, by increased cooperation with the European Union and the strengthening conviction that the Republic of Moldova is set towards an irreversible European path. For this reason, the study aims to follow a historical intervention development of bilateral political, economic and cultural cooperation between Moldova and both external actors as partners and major political forces worldwide and in the region. In this respect, we will examine relations with the following countries: Germany, France, Italy, Great Britain and the United States, the countries being placed in alphabetical order. Overall, we can identify the following steps in the foreign relations of the Republic of Moldova with the international community and the European Community: 1. 1992-1998 - period for setting diplomatic ties and signing of collaboration agreements; 2. 1998-2006 – period of relations strengthening and priorities identification, culminating in the signing of the Action Plan EU - Moldova 3. 2006 - present. The study will examine only the first and second stage, the third is reflected in another context.

    FP7 IRSES PROJECT: ENLARGING INTERNATIONAL SCIENTIFIC COLLABORATION IN EUROPEAN STUDIES

    This article presents the analysis of international scientific collaboration in European Studies developed within four years international project 7th European Community Framework Programme Marie Curie International Research Staff Exchange Scheme Fellowship “Possibilities and limits, challenges and obstacles of transferring CEE EU pre-accession best practices and experience to Moldova’s and Georgia's pre-accession process” which became possible thanks to the funding from the European Commission of the experience exchange program. This project uniqueness lies in the fact that it allowed the Moldovan representatives to do field research in challenging conditions of economic crisis, to study colleagues’ experience, to analyze and evaluate the progress of reforms in the political, legal, economic and educational areas. During the Project implementation the researchers focused on the specific circumstances and policy trends analyses of Moldova and Georgia as the transition countries on the EU border and states between EU and Russia and exchange of EU studies experience, including successes and failures, realities and prospects of inter-university scientific relationship.

    RELAŢIILE MOLDO-FRANCEZE ÎN CONTEXTUL INTEGRĂRII EUROPENE

    Proclamând la 27 august 1991 independenţa sa, Republica Moldova a devenit unul dintre primele state suverane de pe teritoriul fostei URSS. Unul dintre scopurile centrale ale politicii externe a Republicii Moldova rămâne extinderea relaiilor bilaterale cu cele mai importante state europene. În acest context, dezvoltarea continuă a cooperării moldo-franceze se prezintă ca o prioritate incontestabilă. Ponderea Franţei pe arena internaţională este esenţialăforţă economică mondială şi ocupând locul al patrulea în comerţul internaţional. Franţa deţine întâietatea în multe sectoare economice, mai ales în implementarea tehnologiilor de vârf. Punctul de vedere al oficialităţilor franceze cântăreşte greu în procesul de adoptare a deciziilor în cadrul instituţiilor UE. În plan politic este bine cunoscută susţinerea constantă a Franţei de care se bucură Moldova în procesul de consolidare a statului, de revigorare a economiei şi de consti tuire a democraţiei. Istoria relaţiilor bilaterale dintre Republica Moldova şi Republica Franceză se caracterizează prin reciprocitate, încredere, pragmatism şi respect reciproc al intereselor naţionale. Moldova se pronunţă pentru consolidarea în continuare a dialogului politic, economic, a colaborării tehnico-ştiinţifice, aprofundarea legăturilor umanitare.

În acest articol autorul analizează realizarea dimensiunilor externe şi interne în procesul de integrare europeană a Republicii Moldova.

    INTERNAL DIMENSION OF THE REPUBLIC OF MOLDOVA AND GEORGIA’S EUROPEAN INTEGRATION PROCESS: ACHIEVEMENTS AND DIFFICULTIES

    Republic of Moldova and Georgia have signed the Association Agreement with European Union and are firmly directed to obtain the prospect of EU membership. This article seeks to realize an analysis of internal dimension of European integration process of these two countries and name ly focuses on the study of key priorities, tasks, problems and difficulties that Moldova and Georgia meet in order to r each the domestic readiness for realization of their European aspirations.     CEDAREA SUVERANITĂŢII ÎN CONTEXTUL PROCESELOR DE INTEGRARE: BENEFICII ŞI COSTURI

    Suveranitatea este dreptul exclusiv de a exercita autoritatea supremă politică şi judiciară a unei naţiuni, prin persoane alese în acest scop, pe un teritoriu. Tema beneficiilor şi costurilor cedării suveranităţii în contextul proceselor de integrare este actuală pentru Republica Moldova, aflată în procesul integrării europene. Beneficiile ce rezultă din cedarea unei părţi a suveranităţii, pe exemplul UE, sunt asigurarea mai eficientă a bunăstării şi securităţii într-un cadru comun. Cei pentru care securitatea şi bunăstarea sunt obiectivele supreme sunt în prezent cei mai fervenţi promotori ai conceptului de Europă federală. Este reducerea suveranităţii un cost acceptabil în raport cu obţinerea unor beneficii vizând asigurarea unei bunăstări mai ridicate şi a unei securităţi mai trainice? Evoluţia Europei postbelice arată că oamenii tind să recepteze problemele economice şi de securitate ca fiind suficient de importante, încât să justifice delegarea unei părţi semnificative din suveranitate către un organism interstatal (sau suprastatal). Pe de altă parte, oamenii tind să accepte anumite costuri doar atunci când se simt în mod direct legaţi de ele, fie individual, fie prin intermediul comunităţii cu care se identifică; oamenii nu sunt dispuşi să accepte costuri care provin din avantaje ori probleme care îi privesc doar pe alţii.
