    An effective program of professional development of human resources in public authorities contributes to the creation of a body of civil servants with high capacities and strong motivation regarding the achievement of the objectives of reforming the public service. This leads to increased efficiency in daily activity, which also means increasing the value of human resources within public administration authorities.
