IMPACTUL INTERESELOR PUBLICE ASUPRA PROCESULUI DECIZIONAL: REPERE TEORETICO-PRACTICE

This study analyzes the main aspects of the impact of public interests on the administrative decision-making process. The structure of the article con- sists of introduction, conceptual, structural theoretical milestones of the public interests and of the administrative decision-making process, from the correla- tions between the public interests and the decision-making process under the conditions of the Republic of Moldova. At the same time, this study examines the capacities of inverse influence of the current decisional process on different levels of public interests.

The article covers the main aspects of socio-political modernization of the Republic of Moldova in the context of integrationist processes. A special attention is paid to the mechanism of modernization and to its components: the level of knowledge, habits and transformation experience, political will, ability and continuity in reforms promotion. The mechanism is analyzed through the particularity of the RM society in transition. A special part of the article refers to the eurhythmy as a key factor of stability and efficiency of democratic modernization mechanism. Also, the author analyzes the main features of the rhythm factor considering modernization as a process.
SEMNIFICAȚII PARADIGMATICE ALE RELAȚIEI GLOBALIZARE – TRANSFORMARE DEMOCRATICĂ

In the present article are examined the key aspects of the present democratic transformations in the context of the global and national factors. There are analyzed the paradigms of globalization and transition and the democratic transformation, the value correlation including the typological one too between these two paradigms. In this context, the authors emphasize the systemic capacities of influence of the globalization upon the democratic transformations, as well as the reverse influences, meaning the respective transformations upon the globalization. Much of the article is dedicated to the relation among the global and national factors in the conditions of the sociopolitical transformation both in the former communistic and soviet countries. Each of the mentioned factors has its own peculiarities regarding their place and role in the relations and present sociopolitical transitions system. The role of these factors is determined not only by the character and the possibilities to initiate the relations of transformation, but also by the mutual connections in order to maintain and develop these relations continuously.

În acest articol se analizează importanța interesului național în contextul transformărilor democratice. Republica Moldova trebuie să-și definească interesele naționale ca o oportunitate de a demonstra că s-a angajat să respecte valorile libertății și toleranței, să demonstreze că este deschisă dialogului și cooperării bilaterale și multilaterale și tinde să se bucure de o securitate viabilă, câștigând mai multă audiență și credibilitate. Chiar dacă interesele naționale ale Republicii Moldova au un caracter regional, deoarece potențialul său politic și economic este limitat și nu poate pretinde la roluri globale pe arena mondială, interesele naționale sintetizează traiectoriile pe baza cărora Republica Moldova își concepe prezentul și viitorul. În cadrul transformărilor democratice, rolul puterii de stat în condițiile contemporane nu se diminuează, ci invers se complică și crește. Indiferent de modelul social pe care îl dezvoltă societatea noastră, statul este instrumentul cel mai important pentru creșterea bunăstării oamenilor, pentru construirea activității civice și politice, precum și pentru consolidarea simțului cetățeniei. Astfel, cursul și rezultatele transformărilor democratice sunt determinate în mare măsură de calitatea conducerii statului. Interesul național este un factor determinant binecunoscut al comportamentului politic, care motivează și stimulează diverși actori să dezvolte obiective politice, să întreprindă acțiuni care se adresează atât sferei politice, cât și altor sfere sociale. Pornind de la premisa că suntem încă sortiți să fim conduși de guverne de coaliție, considerăm absolut necesar ca toate formațiunile politice să plaseze în prim plan interesul național, transformarea democratică, suveranitatea, demnitatea umană, drepturile și libertățile omului și nu interesele înguste de partid sau de grup.
VALENȚE PARADIGMATICE ALE COMPORTAMENTULUI POLITIC DE MASĂ: GENERAL ȘI PARTICULAR

Una din formele principale ale comportamentului politic este comportamentul politic de masă, care reflectă într-o manieră concentrată participarea cetățenilor în diverse activități politice, manifestarea reacției unei mulțimi de oameni de proveniență socială diferită, dar unită prin scopuri comune, la problemele vieții sociale sau la deciziile instituțiilor politice. Comportamentul politic de masă s-a manifestat diferit la diferite etape de dezvoltare a Republicii Moldova. Autorii acestui articol analizează cele mai semnificative manifestări ale comportamentului de masă prin prisma teoriilor care explică originea, identifică caracteristicile principale ale celor mai importante proteste care au avut loc în Republica Moldova de la obținerea independenței până în prezent, analizează premisele și factorii care au influențat geneza și dezvoltarea comportamentului de protest și stabilesc care sunt tendințele evolutive ale comportamentului de masă în dependență de context. Autorii ajung la concluzia că cei mai importanți factori care influențează comportamentul de masă sunt insuficienţa maturităţii politice a populației, o inițiativă de protest care vine de sus în jos, influența semnificativă a mass-mediei și dificultatea de cuantificare a impactului unui protest.
STRUCTURA INTERESULUI PUBLIC ÎN CONDIȚIILE SOCIETĂȚII ÎN SCHIMBARE

In the article proposed for publication, the structure of the public interest is examined in correlation with the issue of changing societies towards democracy. The author highlights the following main components of the structure: the actor (the agent) as a bearer of public interest; the actor’s social status, focusing on certain needs and public benefits; actor’s awareness of the social status; goals, objectives and public behaviors. These components are in an organic connection and determine the character of social transformations in the society in transition to democracy. At the same time, the article elucidates the specificity of the connection between the public interest and the social transformations under the conditions of the Republic of Moldova.

De aceea, existenţa unui proces decizional calitativ este foarte importantă pentru orice autoritate administrativă, inclusiv locală, care se vrea a fi una modernă. Vom analiza dacă actualul cadru legislativ naţional este suficient şi bine construit, pentru ca autorităţile publice locale să desfăşoare procese decizionale raţionale, transparente şi participative

This article examines some of the value significance of public interests in the context of the political and administrative field. The author pays special attention to the conceptual, structural and static aspects of public interests as well as public interest bearers. In Republic of Moldova, through this studio for the first time public interests are approached from the perspective of the political and administrative field dimensions. It is a first attempt to analyze the mechanism of the link between public interests and the political and administrative field under the conditions of the transition to democracy. The points of tangency between the public interests and the political and administrative field, the determinations and the interactions between them are identified. The article has both theoretical and practical significance. The practical aspects result mainly from the experience of the political and public life of the Republic of Moldova .
