    The article analyzes the legislation of the Republic of Moldova from the perspective of the possibility of strategic management of the state and ensuring national security. Specific proposals are being made to improve legislation in the context of increasing the role of the President, the Supreme Security Council in ensuring national security, and strategic state management.

    NEUTRALITATEA REPUBLICII MOLDOVA – PILON AL STATALITĂȚII, INDEPENDENȚEI ȘI INTEGRITĂȚII TERITORIALE

    Neutrality describes the formal position taken by a State which is not participating in an armed conflict or which does not want to become involved. This status entails specific rights and duties. On the one hand, the neutral State has the right to stand apart from and not be adversely affected by the conflict. On the other hand, it has a duty of non-participation and impartiality. The behavior of a state is permanently related to the security of the state, and neutrality is a mechanism to ensure the security of a state. For some states, neutrality is the greatest guarantee for their own security, because through neutrality, security guarantees can be obtained.
