Item KEY ASPECTS OF MOLDO - ROMANIAN RELATIONS(Institutul de Relaţii Internaţionale din Moldova, 2021) Păunescu, Cristina; Cebotari, SvetlanaAt an interval of approximately three decades from the establishment of diplomatic relations between Romania and the Republic of Moldova, the subject of Moldovan-Romanian relations remains a topical one both in the discourse of politicians and in the research of representatives of the academic community. Romania was the first state to recognize the independent Republic of Moldova. In the context of the analysis of the Moldovan-Romanian relations, this article is focused on the research of the specifics of the collaboration of the Republic of Moldova with Romania on the economic dimension. Therefore, are highlighted the main aspects of the Moldovan-Romanian political, commercial-economic and social relations from 2009-2021.Item CONCEPTUAL-THEORETICAL IDENTIFICATIONS OF THE RELATIONSHIP „PARADIPLOMACY - FOREIGN POLICY”(Institutul de Relaţii Internaţionale din Moldova, 2021) Cebotari, SvetlanaAlthough the phenomenon of ,,paradiplomacy” appeared in the 1970s, only at the beginning of the XXI century, this concept has become present in scientific research and in the speeches of politicians. The term was invented to designate the international activities of the non-central institutions of a state: municipalities, regions, private companies, etc. Starting from the reasoning according to which the foreign policy represents the state activity in international affairs or the state activity on the international arena, the phenomenon ,,paradiplomacy” also designates the international activity of transnational regions or regional blocs, private companies, municipalities, etc. The article aims at highlighting the correlation between the concept of “paradiplomacy” and,,foreign policy”.Item BAZA JURIDICĂ A RELAȚIILOR MOLDO-FRANCEZE(CEP USM, 2020) Cotilevici, Violeta; Cebotari, SvetlanaRelațiile interstatale ale Republicii Moldova pe plan internaţional încep să se profileze odată cu desprinderea acesteia de la URSS, în împrejurările loviturilor mişcărilor de eliberare naţională, desfăşurate în toate republicile unionale. Recunoaşterea şi afirmarea Republicii Moldova ca stat, integrarea sa în circuitul internaţional în calitate de actor cu drepturi depline este rezultatul unor eforturi reale pe plan extern ale ţării noastre. În contextul analizei relațiilor moldofranceze, este de menționat faptul că fundamentul raporturilor interstatale este constituit din baza normativă a colaborării dintre state care cuprinde documentele relevante privind domeniile de cooperare şi totalitatea clauzelor care reglementează principiile colaborării, instrumentele instituționale, prevederile de fond, angajamentele reciproce, garanțiile orientate spre dezvoltarea colaborării.Item IDENTIFICATIONS CONCEPTUELLES DE L’INTERACTION „POLITIQUE ÉTRANGÈRE – INTÉRÊT NATIONAL – PROCESSUS INTÉGRATIONNISTE”(2018) Cebotari, Svetlana; Cotilevici, VioletaIn the contemporary world, the integration is one of the primary factors of the foreign policy and of the international relations as a whole. At the beginning of the 21st century the world is going through a multitude of processes that take place inside and outside the states. New integrationist groups appear, the organizational forms are diversified and the evolution takes place from simplistic models to more complex ones. As a result, the integrationist processes en-compassed virtually all regions and states, thus contributing to the formation of new international "matrices". This article analyzes the relationship «national interest - foreign policy - integrationist process". Between the notions of "integrationist process" and "national interest", "foreign policy" there is a complementarity report, each one completing one ano-ther. No integration process can be achieved outside and without the involvement of the states, which have a certain interest, which they achieve through the foreign policy.Item THE EVOLUTION OF REPUBLIC OF MOLDOVA RELATIONS WITH ROMANIA (1991–2013)(CEP USM, 2014) Cebotari, Svetlana; Ejova, CristinaIn this article the authors comprehensively analyze the evolution of the bilateral relations between Romania and Moldova. Relations between Romania and Moldova, two sovereig n and independent states, have a privileged, particular character, deriving from the community of people, culture, language and national history. Th currently existence of the two separate Romanian states instead of one as a whole, can be explained by the politicl history of the twentieth century, through the international situation that has been created both after the USSR collapse and the socialist camp, and by interests of modern great powers
