The risks to the security of the Republic of Moldova and foreign policy strategies in the current conditions
    (CEP USM, 2024) Budurina-Goreacii, Carolina
The Republic of Moldova is located in Southeast Europe, and its geographical position as well as its ethnic diversity pose serious threats to this small multinational country, which had to face complex geopolitical challenges after the collapse of the communist regime. In addition, the ,,multi-faceted” foreign policy, constantly oscillating between West and East, was often characterized as ,,ambiguous, inconsistent and dual”. Therefore, it has failed to manage political imbalances over time. At the same time, the phenomenon of integration of the Republic of Moldova into the European Union has historically been associated with the fluctuating political regime of the country. At the current stage, the new international geopolitical context causes the Republic of Moldova to revise its foreign policy strategies. Also, it is forced to face the social, economic and political risks that can affect the national security of the state and the general well-being of the citizens, as well as to take the necessary measures to keep the situation under control.

PARCURSUL EUROPEAN AL REPUBLICII MOLDOVA LA ETAPA ACTUALĂ
    (CEP USM, 2024) Budurina-Goreacii, Carolina
The Republic of Moldova applied for EU membership in March 2022 and was granted candidate status in June 2022. In April 2023, the European Parliament adopted a resolution calling on the European Commission and the European Council to open accession negotiations with the Republic of Moldova at the fulfillment of the nine stages identified by the European Commission. The December 2023 approval of accession talks by the EU Council sent a very strong message about the direction the country is heading. However, despite the many positive changes that have occurred in the European course of the country in recent years, there is still a series of challenges at the local and regional level, economic and energy-related problems that the Republic of Moldova is facing at the current stage, all of these affecting the accession process. We will refer to some of these aspects in the next article.

COOPERATION ACTIONS OF THE REPUBLIC OF MOLDOVA WITH REGIONAL ACTORS REGARDING ENSURING ENERGY SECURITY IN THE CONTEXT OF THE WAR IN UKRAINE
    (CEP USM, 2024) Budurina-Goreacii, Carolina
The Republic of Moldova has no energy resources of its own and is completely dependent on imports of fossil fuels and electricity. A consequence of the war is the lack of limited access to the markets of the Russian Federation, especially for Moldovan farmers, which affected exports to eastern markets, access to them being difficult or even blocked by the war. This article aims to provide the energy security situation of the Republic of Moldova before the beginning and during the war in Ukraine. The author tries to present the efforts of our country to face the new regional challenges and draw some perspectives on providing the necessary resources without significantly affecting the well-being of the citizens of the country.

MECANISMUL DESEMNĂRII PROCENTUALE ÎN REPUBLICA MOLDOVA: PROBLEME, REALITĂȚI ȘI PERSPECTIVE
    (CEP USM, 2024) Budurina-Goreacii, Carolina
The percentage designation presents the action through which the natural person redirects part of the amount related to the state budget to the non-governmental sector. It is a possibility for citizens to participate in the process of apportioning the public budget, which previously was only the responsibility of the state. Therefore, in this article, the author proposes to examine the course of the percentage designation since passing this mechanism by the legal framework. It is analyzed the achievements, problems and some recommendations in order to overcome the existing gaps in the percentage designation process. For a more in-depth analysis, the author examined the annual reports of the State Fiscal Service regarding the percentage designation, legislative acts in the field, press statements of civil society representatives, website pages, articles and other relevant sources regarding the analyzed subject. In this context, it is mentioned that since its implementation the percentage designation mechanism is not perfect neither for its beneficiaries nor for taxpayers. Therefore, the recommendations highlighted in the article should be taken into account especially by the decision-making actors in the Republic of Moldova.
