    COLABORAREA INTERNAŢIONALĂ ÎN DOMENIUL SUPRAVEGHERII PERSOANELOR CONDAMNATE CONDIŢIONAT SAU LIBERATE CONDIŢIONAT

    This article demonstrates the importance of mutual assistance for transfer of supervision of offenders conditionally sentenced or conditionally released. The aim of mutual recognition and supervision of conditional suspended sentences or conditional release decisions is to enhance the prospects of the sentenced person’s being reintegrated into society, by enabling that person to preserve family, linguistic, cultural and other ties, with a view to preventing recidivism, to protect victims and the general public. The development of international cooperation in criminal matters will help to ensure security and the rule of law, increase the efficiency of justice, and will guarantee better protection of human rights and freedoms. States need to stimulate policies to facilitate mutual legal assistance, implement existing instruments, be open to accepting new ones, and diversify them in order to simplify procedures of recognition.

    This article demonstrates the order of enforcement of judgment statements with the application of complementary punishments such as deprivation of the right to drive vehicles or annulation of this right in the light of the latest legislative and digital trends. This process proves the necessity of close cooperation between state institutions competent in the assurance of security in road traffic. In the research of legal norms performed, the conditions for reinstating the right to drive and regaining this right were analyzed and structured for professional use and for the convenience of a wide range of readers. In addition, being a compulsory condition in Moldovan legislation, participation in the Drink and Drive program remains one of the most efficient remedies addressed to delinquent drivers in order to put them to reflect on their harmful behavior and realize the possible consequences of their deeds. This program is directed to prevent recidivism and has a pronounced educative effect.
