    ASIGURAREA SIGURANȚEI PERSOANEI ŞI SECURITĂȚII UMANE CA CONDIȚIE A SUCCESULUI PROCESULUI DE DEMOCRATIZARE

    The process of democratization means a positive trend in the field of deepening political freedoms and rights as parts of general human rights, closely linked to the ex- pansion of the social pool and public acceptance of the decision-making process. Under these conditions, a robust system for ensuring person’s safety and human security in society is an important fundamental support for maintaining an upward trajectory of socio-political reforms in order to deepen and root in the transitional society of the traditions specific to democracy. The democratization of society cannot be possible wi- thout ensuring the security and safety of the person, and only this condition provides a sufficient motivation for the person’s involvement as a citizen in public affairs, in the decision-making process, in political competition, etc. In the same context, human secu- rity cannot ignore its most strategic goal - to educate both the person and the masses, to induce and shape, through amplification and multiplication, the fundamental human qualities and virtues that underlie the basis of the progress of the security field in the broadest possible sense, but also the basis of social progress, in the broadest sense of the word.

    DREPTURILE OMULUI ȘI SECURITATEA GLOBALĂ

    Se analizează în articol coraportul dintre problematica drepturilor omului și securitatea globală. Concepția contemporană a securităţii, lansată de Şcoala de la Copenhaga, cu cele 5 aspecte ale securităţii: militar, politic, economic, social, de mediu, stă la baza actualelor strategii și politici de asigurare a securității la nivel global. Vulnerabilitățile sociale, economice, politice, sanitare, ecologice ale societății contemporane care se amplifică în condițiile crizei globale, determină formarea unui mediu internațional caracterizat de instabilități, destabilizări şi riscului de Securitate care afectează grav dezvoltarea ascendentă și echitabilă a comunității internaționale. Astfel, politicile publice și strategiile de securitate, adoptate și implementate în plan global, trebuie să treacă testul sustenabilității și conformității intereselor naționale ale statelor, dar și intereselor personale ale cetățeanului, deoarece protecția suveranităţii, a integrităţii teritoriale a statului şi a independenţei sale nu pot fi realizate fără protecţia persoanei umane, a drepturilor și libertăților sale. În caz contrar securitatea globală va fi parțială, selectivă sau convențională, fără să asigure siguranța cetăţeanului, integritatea și bunăstarea acestuia. Deci, criteriile de bază la care trebuie să se conformeze sistemul securității globale includ: respectarea principiilor statului de drept şi a normelor de protecţie a drepturilor omului, consolidarea instituţiilor şi a principiilor democratice, creşterea economică etc.

    MODERNIZARE PRIN SECURIZARE GLOBALĂ

    The end of the Cold War has determined the process of re-evaluating the extent of military threats in the context of ensuring international security. In this idea plan, the perception of security was attributed to the general assessment of the possible security threats and risks. Based on this fact, the security of the person, of the human individual was conceived as a fundamental element of the security construction, including the system of assurance the national security. Therefore, the security phenomenon has been reinvented, reevaluated and re-aware in the context of new realities, so that the importance of state security has diminished, being replaced by new risks, dangers and threats of a political, economic, social, ecological nature, etc. As a result, it generated an increase in the importance of the non-military security dimensions. Human security, as a new constructivist conception in security studies, has led to the emergence of new perspectives on security as a global social phenomenon, being a conception produced by the critical approach to neorealism.

    In the context of the multidimensional crisis in the world that persists over the last decades, deeply aggravated as a result of the COVID-19 pandemic in the period 2020-2022, and, in the south-eastern European area, as a result of commencement in February 24, 2022 of the last phase of the military invasion of the Russian Federation in Ukraine, the issue of social and political modernization becomes organically related to the field of security in the broadest sense of the notion. Therefore, the multiple security aspects, in the context of which social modernization may be possible, can be more easily studied and analyzed through the prism and with the methodologic support specific to the human security conception.

    POLITICI DE ASIGURARE A SECURITĂȚII UMANE

    Human security involves ensuring the protection of individuals taken individually, but also as a social whole. This is possible by ensuring the living conditions, the fundamental needs of the human person. Thus, individual security is based on strategic benchmarks that highlight the purpose of educating, training and developing the fundamental qualities and virtues of the person, in order to prepare him to face the risks and threats of the near security. Namely, these benchmarks are the basis for strengthening the mechanisms for ensuring human security at the beginning of the 21st century. The optimization of the management of the human security sector aims to strengthen the social welfare by raising the level of security of the person and human communities, including from the Republic of Moldova, focused on respecting and promoting the interests and needs of the human individual, and the security interests of the state becoming subsidiary, derived , but also inferior as a priority to the security of the citizen, but with a higher degree of achievement than in the past.

    The issue of the international association of the Republic of Moldova is a rather con- troversial and disputed topic in the scientific community since it raises many questions regarding the appropriateness of applying multiple schemes, perspectives and approa- ches to assess the risks, threats and benefits to the security, stability and well-being of the Republic of Moldova. in the short term, as well as in the medium and long term. Numerous aspects that potentially affect the human security of the population of the Republic of Moldova become major concerns in the context of the strategic choice of the vector of the foreign policy of the Republic of Moldova, as a result of the association with one of the existing geopolitical blocs. The competition and rivalry, to a certain extent, between these geostrategic blocs, to which the Republic of Moldova is attracted, presuppose a different spectrum of benefits and risks for the population of the Republic of Moldova. The option of associating the Republic of Moldova with the European Union offers numerous benefits of modernization, increase of well-being, stability and strengthening of security, including human, correlated with low risks at the level of delegation of some coordination functi- ons, offered to some community structures.

    PRIORITĂȚILE DE SECURITATE NAȚIONALĂ PRIN PRISMA OBIECTIVELOR DE SECURITATE UMANĂ ÎN CONTEXTUL PERSPECTIVEI DE EXTINDERE A UE

    Prioritățile de securitate ale Republicii Moldova se modifică substanțial ca rezultat al ultimelor evoluții pe scena teatrului de război dintre Federația Rusă și Ucraina. La fel, un impact important asupra priorităților și imperativelor de securitate ale Republicii Moldova o are procesul de aderare la UE, prin declanșarea procedurii de negocieri bilaterale. Focusarea asupra statelor din Europa de Est, inclusiv Republica Moldova și Ucraina, pentru fortificarea flancului estic al UE este justificată de necesitatea de a rezolva mai întâi cele mai mari discrepanțe și cele mai grave abateri de la asigurarea securității umane, ce au apărut mai ales ca urmare a continuării războiului lansat de Rusia împotriva Ucrai- nei în februarie 2022. Această preocupare pentru consolidarea siguranței personale și a securității umane va deveni actuală pentru întreaga UE dar mai ales pentru statele din Europa de Est în contextul efortului a întregii comunităţi a statelor occidentale pentru a restabili toate sferele vieţii sociale în Ucraina şi în ţările ei vecine în perioada postbelică. Uniunea Europeană astfel extinsă și reînnoită se va putea concentra pe creșterea nivelului standardelor securitare și pe atingerea unor astfel de obiective precum îmbunătățirea asigurării simbiozei securității, sustenabilității mediului de securitate prin facilitarea obținerii beneficiilor sociale, politice și economice de către statele-memebre noi.

    PROVOCĂRI CONTEMPORANE LA ADRESA SECURITĂȚII UMANE ȘI SIGURANȚEI PERSOANEI

    In the article is analyzed the process of ensuring of human security and personal safety under the impact of contemporary multidimensional security challenges. The article is directed mainly to bring to light the current processes of ensuring security of the human person and humanity as a whole. The escalation of global and regional security challenges is correlated with aggravation of human, social and environmental insecurity. The imperative necessity of counteraction to contemporary global and regional threats for protection of human person can be fulfilled by strengthening human security. The appropriate assessment of the benefits, costs and vulnerabilities in counteraction to the security risks are also analyzed in the article.

    Simbioza securitară şi interesele repubilcii moldova în perspectiva extinderii UE [Articol]

    The necessity to focus on the states of Eastern Europe, including the Republic of Moldova and Ukraine, for creation of a knowledge-based society is justified by the need to resolve first the biggest discrepancies and the most serious deviations from ensuring human security, especially appeared as a result of the continuation of the war launched by Russia against Ukraine in February 2022. More especially this concern for the strengthening of personal safety and human security will become actual for entire EU but especially in Eastern Europe in the context of the effort of the entire community of Western states to restore all spheres of social life in Ukraine and in its neighboring countries in the post- war period. The renewed society as to be grounded on such objectives as improving assuring security symbiosis, environmental sustainability while simultaneously achieving social, political and economic benefits.
