    The process of democratization means a positive trend in the field of deepening political freedoms and rights as parts of general human rights, closely linked to the ex- pansion of the social pool and public acceptance of the decision-making process. Under these conditions, a robust system for ensuring person’s safety and human security in society is an important fundamental support for maintaining an upward trajectory of socio-political reforms in order to deepen and root in the transitional society of the traditions specific to democracy. The democratization of society cannot be possible wi- thout ensuring the security and safety of the person, and only this condition provides a sufficient motivation for the person’s involvement as a citizen in public affairs, in the decision-making process, in political competition, etc. In the same context, human secu- rity cannot ignore its most strategic goal - to educate both the person and the masses, to induce and shape, through amplification and multiplication, the fundamental human qualities and virtues that underlie the basis of the progress of the security field in the broadest possible sense, but also the basis of social progress, in the broadest sense of the word.

    In the context of the multidimensional crisis in the world that persists over the last decades, deeply aggravated as a result of the COVID-19 pandemic in the period 2020-2022, and, in the south-eastern European area, as a result of commencement in February 24, 2022 of the last phase of the military invasion of the Russian Federation in Ukraine, the issue of social and political modernization becomes organically related to the field of security in the broadest sense of the notion. Therefore, the multiple security aspects, in the context of which social modernization may be possible, can be more easily studied and analyzed through the prism and with the methodologic support specific to the human security conception.

    POLITICI DE ASIGURARE A SECURITĂȚII UMANE

    Human security involves ensuring the protection of individuals taken individually, but also as a social whole. This is possible by ensuring the living conditions, the fundamental needs of the human person. Thus, individual security is based on strategic benchmarks that highlight the purpose of educating, training and developing the fundamental qualities and virtues of the person, in order to prepare him to face the risks and threats of the near security. Namely, these benchmarks are the basis for strengthening the mechanisms for ensuring human security at the beginning of the 21st century. The optimization of the management of the human security sector aims to strengthen the social welfare by raising the level of security of the person and human communities, including from the Republic of Moldova, focused on respecting and promoting the interests and needs of the human individual, and the security interests of the state becoming subsidiary, derived , but also inferior as a priority to the security of the citizen, but with a higher degree of achievement than in the past.
