The study is an attempt to analyze the methods of cooperation of state bodies, empowered in ensuring the national security of the Republic of Moldova.Thesecurityparadigm is changing. The diversification of nature, scope, spectrum of conflicts, actors involved,as well as globalization, migration, geopolitical changes, developments in nature and balance of power, access of technological individuals to social resource management have generated new vulnerabilities and challenges in the categoryof threats to statesecurity.The power and diversity of hybrid threats and wars will continue to grow, posing a security challenge for governments. National governments fightfor economic influenceand control over critical economic infrastructures, monopolization of mass communication infrastructure, cyber-attacks, manipulation of public opinion through media sources, modeling of thinking through social media, etc.The Republic of Moldova is the only country in the region without a revised National Security Strategy, which endangers the security of the state and the population in the face of the emergence of both symmetric and asymmetric risks and threats.In this context, thecentral bodies of the state need much more intensive cooperation in the field of ensuring national security.

The national security of the states, including the Republic of Moldova, is a system of measures that need to be implemented by state institutions in order to ensure peace, security and prosperity of society. Of all the elements of national security, critical infrastructure also has a special role. These are complex processes, elements or systems whose protection is essential for a state. The protection of critical infrastructure derives from the need, or rather from the obligation of the state, to ensure a decent living for humanity, the security of society and the security of the community in general.
UNELE ASPECTE PRIVIND REGLEMENTAREA INTERNAŢIONALĂ A COMBATERII TERORISMULUI

Terrorism, being a dangerous social phenomenon that attacks the most important social values in the state, through the diversity and scale of the attacks, frequently endangers the order, stability and even the security of some states or regions. The international community, aware of the increased social danger of this kind of antisocial and illegal behavior, proceeded to the adoption of normative documents through which it tried to create a minimally necessary legal basis. In this article, an analysis of the evolution of international and regional regulations in the field of combating terrorism is carried out. Particular attention is also paid to the main ideas presented in the examined legal acts. Although we recognize the importance of adopting the examined international documents, we still note that until now there are a number of gaps and unexplained or poorly elucidated topics, which, in our opinion, should be further investigated and regulated accordingly.
Unele particularităţi ale informării opiniei publice asupra activităţii teroriste

Activitatea mijloacelor de informare în masă, orientată spre informarea opiniei publice referitor la evenimentele curente, devine, în societatea contemporană, una de importanţă majoră. Rolul mass-media în prezentarea informaţiei este unul deosebit de important, deoarece, în dependenţă de modul în care se expune o anumită opinie, poate fi creat sau combătut un anumit stereotip. Din acest motiv, în ultimul timp, tot mai frecvent, sunt abordate aspectele de utilizare a mijloacelor de informare în masă în acţiunile de propagandă sau de manipulare a opiniei publice. Mijloacelor de informare în masă le revine un rol deosebit în prevenire şi combatere a terorismului, deoarece adepţii terorismului tind să utilizeze această platformă pentru promovarea propriei ideologii, influenţarea opiniei publice, dar şi înspăimântarea unui cerc larg de populaţie, estimând şi efectele asupra populaţiei ce urmează să survină în urma expunerii în public şi descrierii crimelor comise, a consecinţelor acestora etc.
UNELE SUGESTII CU PRIVIRE LA OBIECTUL JURIDIC GENERIC AL INFRACȚIUNILOR CU CARACTERT

Obiectul infracţiunii reprezintă unul din principalele elemente ale componenţei de infracţiune. În esenţă, anume prin intermediul obiectului infracţiunii pot fi identificate valorile şi relaţiile sociale care sunt prejudiciate prin comiterea unei infracţiuni. Conceptul de infracţiune cu caracter terorist este relativ nou pentru legislaţia penală a Republicii Moldova. Pentru prima dată noţiunea respectivă a fost prevăzută odată cu completarea Codului penal cu art. 13411, care conţine enumerarea infracţiunilor care sunt atribuite la categoria infracţiunilor cu caracter terorist. Una din particularităţile grupului respectiv de infracţiuni, comparativ cu alte grupuri de infracţiuni (ecologice, economice, militare etc.), constă în faptul că acestea fac parte din diferite Capitole ale Părţii speciale a Codului penal al Republicii Moldova, deci au diferite obiecte juridice. Astfel, din 17 componenţe de infracţiuni cu caracter terorist două fac parte din Capitolul I Infracţiuni contra păcii şi securităţii omenirii, infracţiuni de război; una face parte din Capitolul XII Infracţiuni în domeniul transporturilor; 12 – fac parte din Capitolul XIII Infracţiuni contra securităţii publice şi a ordinii publice; iar altele două – fac parte din Capitolul XVII Infracţiuni contra autorităţilor publice şi a securităţii de stat.
