It emphasizes the opportunity to identify the role of state representative structures, alongside with the indispensable contribution of the academic environment and illustrious personalities among intellectuals in the frame of the entire domain. Especially notorious is the extremely complex and effective activity in political sciences in general, and international relations of Mr. Gh. Rusnac, academician, ambassador and rector of the University in the period of last decade of the past century - the first decade of the XXI century of the new millennium. Notably in this generic context, it is opportune to analyze and appreciate at fair value the role of the outstanding personality honored in the genesis and evolution of political science, international relations and diplomacy at the actual stage. The proposed article represents a reevaluation of the multivalent activity: scientific, diplomatic, managerial, etc., and highlights the indispensable contribution of academician Gh. Rusnac to the consolidating process of political sciences in the contemporary era, since the confluence of the two millennia.Item CONSTITUIREA STRUCTURILOR PENTRU PROMOVAREA POLITICII EXTERNE ÎN MOLDOVA ȘI ACTIVITATEA DIPLOMAȚILOR MOLDOVENI(CEP USM, 2024) Roman, AlexandruThis analysis is devoted to the investigation, based on the documentary and bibliographical sources of the contribution of Moldovan diplomats from the modern period (in particular Nicolae Milescu Spataru, Antioh Cantemir, Al. Scarlat Sturza, Petru Comendant, etc.) to the process of regulating inter-state relations between different states. Through their prodigious work these diplomats from Moldova became known in various countries in Europe and Asia. In this article are analysed some aspects of the complex process of international conflicts origins in South-East Europe in correlation with the history of the Moldova medieval state foundation and its international affirmation. There are also the genesis and the historic evolution of interstatal conflicts of the carapto-ponto-danubian region in time and space, as well as the practices of conflictual situation settlement in this region.Item RSS MOLDOVENEASCĂ: IMPLICAŢII SPECIFICE ŞI CONTROVERSATE ÎN SISTEMUL INTERNAŢIONAL POSTBELIC(CEP USM, 2013-09-26) Roman, AlexandruItem THE STATE AUTO DETERMINATION FROM EUROPE 1918: CZECHOSLOVAKIA’S INDEPENDENCE AND HER PLACE IN THE INTERNATIONAL SYSTEM(CEP USM, 2018) Roman, AlexandruThe article referred to some consequences of the end of the First World War represented by the dissolution of the Austro-Hungarian Empire and the formation of new independent national states, among which was Czechoslovakia. In the territorial context, the Czechoslovakian state included the historical provinces Bohemia, Moravia and Silesia, to which Slovakia and Ruthenia were added, having in total a surface of 140 394 square km. On 14 November 1918, Tomáš Garrigue Masaryk had become the first president of the country officially called Czecho-Slovakian Republic (RČS) in 1918 – 1920 period, and as a simplified form, it was called Czecho-Slovakia. During the period 1920 – 1938, the country was named as Czechoslovakian Republic (ČSR), and the short name Czechoslovakia. Becoming a subject of international relations, the interwar Czechoslovakia played an important role in assuring the regional security in Europe. The Little Agreement, initiated by the minister of foreign affairs, Edvard Beneš, as organization of regional security, had quickened its activity by periodical convening of those 10 Conferences, etc.Item UNELE APRECIERI ALE ACORDULUI PRIVIND PRINCIPIILE SOLUȚIONĂRII PAȘNICE A CONFLICTULUI MILITAR DE PE NISTRU: REALITĂȚI ȘI PERSPECTIVE(Editura Pontos, 2022-04-04) Roman, Alexandru; Covalschi, StanislavDenationalization and assimilation processes of the population in Transnistria during Tsarist and Soviet domination recorded higher rates than in Bessarabia. Geopolitical and Geostrategic interests of imperial political forces were the primary causes of Transnistrian conflict. This conflict differs radically from other conflicts in the former Soviet Union (Nagorno-Karabakh, Abkhazia, South Ossetia). It has no ethnic and religious connotation, being only a political and geopolitical. In the article be low, we analyse the role of the Moldovan political of Russian troops from the territory of the Republic of Moldova, de facto wanted the presence of the 14th Army on its territory. The conclusion, in the 30 years, Moldovan diplomacy, Moldova and Russia. according to opinion polls, the issue of illegal Russian military presence in Moldova oscillates between the eighth and tenth percent in the hierarchy of the most pressing problems facing Moldovan society and of the most important instruments of Kremlin’s control over the Republic of Moldova.Item UNELE ASPECTE PRIVIND SUPORTUL UNEI GUVERNăRI DEMOCRATICE ÎN REPUBLICA MOLDOVA(CEP USM, 2022-05-27) Roman, Alexandru; Stejaru, SelenaThe reform of public administration requires to train the new generation of officials able to ensure the continuity of democratic transformations in society and to promote modern administrative technologies.
