    AN ANALYSIS OF THE IMPACT GENERATED BY THE RUSSIAN FACTOR IN THE INFORMATION SPACE OF THE REPUBLIC OF MOLDOVA

    After the proclamation of independence in 1991, the Republic of Moldova was and remains in the sphere of influence of the Russian Federation, not just as an "imperialist ambition" of the Kremlin in the illusion of reanimation of the USSR, but also as a buffer zone for not admitting NATO's expansion to the East. A component of the imperialist instrument used to maintain its external influence is information propaganda. The purpose of the article is to investigate and to compare the forms and methods of Russian propaganda in the local informational space, from the perspective of the impact it exerts on the consumer of media products in the Republic of Moldova. By observing the principle of objectivity and truth, using the method of comparative, qualitative and content analysis, the means and tools of Russian propaganda used to manipulate the opinion of the population on what is "truth" and "false" have been identified.

    The history from ancient times to the present has demonstrated the inhe r- ent conflict in inter - human relations. Conflicts are a result of the interaction and commun ication of individuals, so they persist as long as man is. At present, conflicts are greatly influenced both by the nature of the people and by the sp e- cific nature of the work of social - political organizations and institutions. The i s- sue of conflicting con flicts and situations has become a key issue for many ph i- losophers, psychologists, sociologists, political scientists, etc. But regardless of the high interest and long history there is no unanimously accepted understanding of the essence and nature of the conflict. The political sphere is a specific area that has a permanent and obviously conflictual character compared to other spheres of social life. Its origin is in the very nature of political relations, as relations of power, which presuppose the leadership of some and the subordination of others. That is, the power relations are based on the dominance of some people and their interests over others, which gives birth to clashes and confrontations. Political conflicts are a cons euence of confrontations in a complex and multi-level system of leadership and subordination. This article will determine the conceptual, functional and structural dimention of conflicts, in particular will analize the multitude of theories that explane the expression of the conflicts in social and political life, construc tive and negative approaches on functions of conflicts, dynamical dimension and paerticularites of political conflict management.

    The national resilience of a state represents its ability to resist and adapt in the face of various challenges and threats, be they of an economic, political, social, or security nature. Diagnosing and assessing national resilience is essential to understand a state’s strengths and vulnerabilities, as well as to develop effective strategies to strengthen them. The diagnosis of national resilience involves a detailed analysis of the various components that contribute to a state’s ability to cope with crises. These components include the stability and effectiveness of government institutions, economic resilience, the degree of social cohesion and the involvement of civil society in decision-making processes, defense capacity, and internal security are essential to protect territorial integrity and citizens. The article will focus on the main indicators of the Republic of Moldova’s national resilience, stressing the lack and vulnerabilities of the national security elements in the context of regional realities.

    Cursul de Conflictologie face parte din pachetul de discipline fundamentale ale programului de studii superioare de licență, Ciclul I, domeniul general de studii Științe Politice, specialitea Politologie, din cadrul Facultăţii de Relații Internaționale, Ştiinţe Politice și Administrative a USM. Disciplina Conflictologie propune spre investigare legitățile apariției conflictelor în viața politică și socială, mecanismele de manifestare, principiile și tehnologiile de prevenire și dirijare a acestora. Continuă formarea studenţilor în domeniul analizei și managementului conflictelor, situându-se într-o relaţie strânsă cu disciplinele Teoria politică, Psihologie și comunicare politică și Teoria și practica negocierilor politice, studiate în anii precedenţi, dar şi în acelaşi an academic. Tematica tuturor acestor discipline menţionate mai sus se completează reciproc. Scopul acestei discipline este de a forma la studenți competențe în domeniul analizei, prevenirii, gestionării și soluționării conflictelor.Ghidul metodic pentru cursul Confloctologie constituie un suport metodico-didactic pentru cadrele didactice și studenți, precum și pentru persoanele interesate de procesul de analiză și gestionare a conflictelor. Ghidul reprezintă un îndrumar proiectiv și reglator care definește scopurile și obiectivele, căile, mijloacele și activitățile utilizate pentru formarea sau/și dezvoltarea competențelor profesionale, metodele şi instrumentele de evaluare și se referă la interdependenţa dintre obiective, conţinuturi, strategii de predare și competențele profesionale. El reflectă activitatea sistematică și organizată a procesului de predare–învățare în cadrul cursului de Conflictologie, având finalități teoretice și aplicative.

    The economic and social evolutions at national level, the potential of risks and threats, as well as the consequences, create premises for identifying and implementing measures meant to ensure the protection of the vital objectives of the state which is an essential element of national security. One of the primary tasks would be to adjust the regulatory framework, based on the real risks and threats to critical infrastructure. In the process of elaboration and implementation of the legislative and applicative measures, the involvement of the critical infrastructure operators as well as of the managers of the vital objectives is welcome. As a result of this collaboration, on the subject of legislative issues, a habit of inter-institutional collaboration would be formed with the operators of the objectives on the level of critical infrastructure protection. Another important aspect is the establishment of effective mechanisms for communication and consultation with civil society. Knowing the vulnerabilities of the vital goals system could omit some dangers and create premises for the formation of a safe climate in society

    REPUBLIC OF MOLDOVA BETWEEN NATION STATE BUILDING AND ETHNIC DIVERSITY ARMONIZATION: A RETROSPECTIVE

    The Republic of Moldova lived through two decades of independence. In these circumstances, the assertion of the national state has the irreversible consequences. Meanwhile the political situation in the country is unclear and duplicitous. Political dynamics of the Moldovan state was deeply influenced by the ethnic factors. Most of the current problems of transitional macro level essentially for the particular interests related to national identity, the nature of socio-political relations, relations goal-means mentality and descend from the totalitarian Soviet regime. Soviet state was not in fact a nation-state but centralized multiethnic state in which statehood nations have a formal character. The fight against the Soviet Union took the nationalist shape with popular support on behalf of the nation, especially in the Baltic republics, Russia,Ukraine, and Moldova. Thus, nationalism was a restructuring tool used by democratic movements and political elite as perpetual evidence of national identity and mobilizing principle of self-identification.

    REPUBLICA MOLDOVA ÎN CONTEXTUL PROVOCăRILOR ȘI RISCURILOR ÎN DOMENIUL SECURITăȚII INFORMAȚIONALE

    The importance of securing information stems from the internal and external aspects of national security and is intended to protect the security of the information space, the country’s cultural heritage, but also special information, which make up state and professional secrets. In a broader sense, it means suppressing the unfavorable effects of information-propaganda influence on the citizens of one or another state, related to the spread of ideas hostile to state interests, traditions of national culture, identity and legal order. The lack of protection capabilities against misinformation is largely affected by the exercise of human rights and fundamental freedoms through online platforms. In the- se conditions, the adjustment of the national legal framework to the European standards on the dimension of respect for human rights in the information space is an indisputable priority for the Republic of Moldova. The paper analyzes many aspects of information space security as an important element of state security. Information security means ensuring the information space and involves the information-technological component in addition to the information- psychological one. Foreign influence on public opinion and mentality could be achieved using many effective methods. The manipulation of public opinion through the control of national media as well as through the rebroadcasting of foreign channels on the national territory can be applied. The correct regulation of the functioning of the media, according to national interests, is closely linked and depends organically on the intensity of the spread of the information globalization process, as well as on the level of the media culture of the population.

    SECURITATE REGIONALĂ ACTUALĂ ȘI PERSPECTIVELE DE VIITOR PRIVIND ARHITECTURA DE SECURITATE EUROPEANĂ

    Europe is currently undergoing a significant change in the realm of security, with a focus on regional security due to the lack of global security mechanisms. European agreements with Russia for maintaining peace and security on the continent are no longer functional, and Russian aggression towards Ukraine has forced European states to come together in various initiatives to strengthen their regional defense against potential Russian aggression. As a result, agreements in which Russia participated are no longer valid, and the new security architecture is being built to defend Europe against Russian revanchism. The current situation has highlighted the importance of regional security for Europe, and countries are increasingly cooperating to establish a stronger defense against potential threats. This new architecture of security includes the development of military capabilities, the strengthening of existing defense structures, and the establishment of new defense partnerships. The ongoing conflict in Ukraine serves as a reminder to European states of the potential threats they face and the need for a coordinated and effective response.

    The connections between environment and national security have become more pronounced, requiring an integrated approach due to the wide-ranging implications ecological risks have on multiple key-domains. Along with the evolution of the security concept, natural environment components have also turned into threat multipliers, characterized by their potential to generate conflicts and crises at national, regional or even global levels. This article examines how the Moldovan state must ensure the proper management of resources, which implies the direct responsibility of the state for the health of the population and should be a political priority and a condition for the economic prosperity of the country, with a direct impact on national security.

    STRENGTHENING THE RESILIENCE OF STATES AGAINST HYBRID THREATS – LESSONS FOR THE REPUBLIC OF MOLDOVA

    Hybrid threats have become an increasingly frequent and pressing topic in the agendas of states and international organizations regarding national, regional and global security. Challenges from state or non-state actors, aimed at exploiting the vulnerabilities of political systems to their own advantage, through the use of an amalgam of diplomatic, military, economic, and technological instruments, are quite frequent. The research comes to analyze the policies and actions taken by the authorities of the Republic of Moldova in order to counter the hybrid threats that our state is facing. States are responsible for responding to hybrid threats by enhancing their resilience and by detecting, preventing and responding to hybrid threats. In the development and planning of responses to hybrid threats, the Republic of Moldova must also focus on the solutions offered by the EU institutions in providing coordinated responses to the entire community, starting from actions aimed at raising awareness of the situation; increasing information security resilience in the segments of maximum vulnerability and increasing response capabilities.
