    Valorificarea factorilor rezilienței societale în procesul de adoptare a strategiilor și programelor în Republica Moldova

    The basic objectives of the research consisted in: a) making a synthesis of the publications dedicated to societal resilience and, in particular, to its determining factors; b) diagnosing the orientation towards related fac-tors in the process of developing strategies and programs to increase societal resilience in the Republic of Moldova. In order to achieve the predetermined objectives, the following research methods were applied: bibliographic study, analysis, synthesis, opinion poll, generalization. As a result of the research, an average level of capitalization on the societal resilience factors was found in the process of developing strategies and programs in the Republic of Moldova, which indicates an average effectiveness of the strategies and programs adopted to increase the societal resilience. Thus, we deduce the need for measures aimed at the detailed diagnosis of each societal resilience factor through the prism of its constituent elements; orientation towards the full utilization of societal resilience factors at each phase of the strategic decision-making process; the periodic evaluation of public opinion regarding the quality of the adoption of strategies and programs to increase societal resilience in order to carry out operative procedural interventions and, in this way, to increase the impact of the adopted strategies and programs.
