AN ANALYSIS OF THE IMPACT GENERATED BY THE RUSSIAN FACTOR IN THE INFORMATION SPACE OF THE REPUBLIC OF MOLDOVA

After the proclamation of independence in 1991, the Republic of Moldova was and remains in the sphere of influence of the Russian Federation, not just as an "imperialist ambition" of the Kremlin in the illusion of reanimation of the USSR, but also as a buffer zone for not admitting NATO's expansion to the East. A component of the imperialist instrument used to maintain its external influence is information propaganda. The purpose of the article is to investigate and to compare the forms and methods of Russian propaganda in the local informational space, from the perspective of the impact it exerts on the consumer of media products in the Republic of Moldova. By observing the principle of objectivity and truth, using the method of comparative, qualitative and content analysis, the means and tools of Russian propaganda used to manipulate the opinion of the population on what is "truth" and "false" have been identified.
EVALUAREA POLITICILOR PUBLICE: EXPERIENŢA EUROPEANĂ ŞI NAŢIONALĂ

The purpose of public policy evaluation is to research the political administrative means applied to solving social problems that allow the achievement of the assigned objectives. The approach focuses on the instrumental rationality analysis of policy process factors to improve action in each of the new cycles or phases of public policy. Scientific evaluation in current times is still conditioned by the factors of science, bureaucracy and democracy, but it is also necessary to think about how to improve its instrumentality and even overcome them. The times we already live in, characterized by complexity, diversity/fragmentation and dynamism, involve uncertainties that require new perspectives or rethinking paradigms.
GHID METODIC LA DISCIPLINA „EVALUAREA POLITICILOR ŞI PROGRAMELOR PUBLICE”: CICLUL II: PROGRAM DE MASTER „POLITICI ŞI SERVICII PUBLICE”

Cursul Evaluarea politicilor şi programelor publice constituie o disciplină fundamentală de specialitate inclusă în Curriculumul programului de master „Politici şi ser- vicii publice”, Ciclul II studii superioare de masterat. Disciplina Evaluarea politicilor şi programelor publice oferă spre studiere tipurile, procedurile și metodologiile de evaluare a politicilor şi programelor publice elaborate de 6 către autoritățile publice centrale și locale din Republica Moldova, raportate la studierea experienţelor şi practicilor internaționale în domeniu. Urmărește familiarizarea masteranzilor cu problematica evaluării în domeniul politici- lor și programelor publice și conștientizarea importanței acesteia în aprecie- rea guvernării. Cursul urmărește să ofere masteranzilor aparatul teoretic și metodologic necesar pentru implementarea unui studiu de evaluare în ariile vizate de politicile și programele publice naţionale/locale. Scopul disciplinei constă în pregătirea masteranzilor de a utiliza diver- se metodologii de evaluare a politicilor şi programelor pentru a înțelege și îmbunătăți intervențiile publice la nivel național și local. Astfel, competențele dobândite în cadrul acestui curs asigură accesul la ocupaţii de consiliere şi expertiză în administrația publică centrală sau locală, de consultanță pentru sectorul public sau la diverse proiecte și programe implementate de ONG- uri, activități specifice think-tankurilor profesionale în domeniul evaluării politicilor și programelor publice etc.

Ghidul metodic la disciplina Politici publice are ca finalitate prezentarea unui conținut de ansamblu coerent, de metode de învățare și evaluare privind atingerea obiectivelor determinate și reflectă, în ultimă instanță, activitatea sistematică, organizată și dirijată privind desfășurarea procesului de predare-învățare cu finalități teoretice și aplicative. El poate fi un suport util pentru funcţionarii publici, jurnalişti, activişti civici interesaţi de procesul de analiză a politicilor publice. Ghidul metodic este disponibil în format digital pe platforma MOODLE a Universităţii de Stat din Moldova.
PROMOVAREA REFORMEI SECTORULUI PUBLIC PRIN ANALIZA MECANISMELOR SOCIALE

This article assesses to what extent the analysis of social mechanisms as conceptual elements provides an improved theoretical understanding of organizational reform processes in the public sector. The main questions can be formulated as follows: are social construct mechanisms for a certain form of theoretical understanding of the processes of reform of the public sector, and, complementary to other theories used to study such processes. The article, first of all, addresses defining issues, then appeals to the review of the scientific literature on the analysis of social mechanisms for the study of public sector reform processes. Then the adequacy of the analysis of social mechanisms is assessed, and the use of this approach was examined through contrasting explanations based on social mechanisms and institutionalist accounts of public sector reforms.
STRATEGII PRIVIND DEZVOLTAREA AUTONOMIEI LOCALE ÎN REPUBLICA MOLDOVA ÎN CONTEXTUL APROFUNDĂRII DEMOCRAŢIEI

Ensure that a local government that operates democratically and autono- mously has the capacity and resources to deliver public services according to the needs and requirements of the beneficiaries, in terms of efficiency, effective- ness, equity, including from the perspective of the rights of vulnerable groups, and financial discipline has become a strict necessity for the development of local autonomy in the Republic of Moldova in the context of deepening democ- racy. Until now, local authorities have been operating in an excessively politi- cized environment with an administrative capacity that is currently extremely low, which is reflected in the disproportion between the legal attributions and the financial resources allocated to them.
