    In short, the public administration represents the totality of the resources or instruments that it has and through which it carries out its mission, by means of understanding, the human, financial and, not least, the patrimonial ones. The problem of the patrimony of the public administration, especially of the goods of the public domain, the most important component of its patrimony, has been and is still treated as a marginal issue both by the legislator and by the administration itself.
