The research studies the correlations between the right to free circulation, the right of choosing one’s own residence and that of protection. The research investigates the problems of environmental protection that appear in the process of the implementation of the fundamental right to circulation, choosing one’s own place of residence; it informs those who are interested in solving the environmental problems as, for example, pollution, etc. that could restrict the right to free circulation and the impact of free circulation on the environment.

Данное исследование, наряду с освещением наиболее важных моментов истории формирования и эволюции нотариата в мире, дает характеристику этапам возникновения и развития института нотариата в Днестровско-Карпато-Дунайском регионе: в государстве Дакии, Римской провинции Дакия, Молдавском княжестве, Бессарабии в период 1812-1917, МАССР, в Республике Молдова. Проведенные исследования позволяют нам отметить, что деятельность государственных органов или лиц, лишенных подлинности, заверений и удостоверений, подтверждающих подлинность документов, контрактов, завещаний и других юридических актов, развивалась параллельно с историческим становлением государства и прав народов мира, начиная с античного времени до сегодняшнего дня.

This article studies every ones right to live in a healthy environment, an environment that should give him the possibility to a physical and psychic prosperous development. The study brings in evidence the role and the great importance of a healthy environment on the quality of life, physical and psychic integrity of the individual. It studies the environmental protection problems in the process of implementation of the fundamental right to life, to physical and psychic integrity; some negative aspects of man’s influence on the environment as some of the negative influences of the polluted environment on the quality of life and man’s health.

The existence of the human rights, liberties, and obligations in the domain of the environment is mentioned from the oldest times, before the appearance of the states, and even before the appearance of the law. The studies show that the first rights, liberties, and obligations settled the relations between the human being and they referred to hunting, fishing, to the protection of fire, to defense, etc. The studies also show that namely the law appeared as a necessity to settle the relations between the human being and the environment he lives in.
