ASPECTE ALE COMBATERII TERORISMULUI PRIN INTERMEDIUL ORGANIZAȚIILOR INTERNAȚIONALE DE SECURITATE

The profound transformations at the beginning of the 21 century, characterized by political changes and the diversification of geostrategic interests, significantly influence the evolution of the international security system. The cutting-edge events in Ukraine and Syria show that it has a significant change, including the trends of strategic reconfiguration of partnerships between different international security organizations, depending on the interests and security objectives of the main actor. Also the major threat to security is terrorism. Under the international security system, international security organizations are the most complex forms of international government co-operation. International organizations have become an important element of the international security system, especially after the Second World War, when their number began to rise considerably. Globally, the number of international organizations is particularly high, so it is difficult to determine the specific role which they play.
DESACRALIZAREA PUTERII ÎN FILOSOFIA POLITICĂ A LUI MARSILIO DIN PADOVA

O nouă etapă în istoria ideilor politice este realizată la începutul secolului al XIV-lea. Marsilio da Padova edifică o concepție despre dreptatea umană, eliberată de preceptele divine. Gănditorul din Padova combate pretențiile papei la plenitudo potestatis asupra lumii creștine. Contribuția este una revoluționară. Viziunea lui Padova este mai mult decât o simplă doctrină a consimțămăntului popular. Poporul este prezentat de către gânditor ca izvor al legitimității guvernării regale, formulează principiul inedit al supunerii guvernării față de justiția laică, iar monarhul, cât de virtuos nu ar fi, nu poate să se lipsească de susținerea cetățenilor și să încalce legea pe care o dau ei. Padova apare ca primul promotor în istoria medievală a ideii provinienței statului prin contractual social, este cel care vidențiază ca esențială împărțirea puterilor în stat între puterea legislativă, executivă și judecătorească, precum și rolul indispensabil al societății civile în alegerea conducătorilor. Societatea politică este prezentată aici ca o ordine laicizată, întemeiată pe relația dintre popor și guvernanții săi, iar referirea la divin dispare. Marsilio of Padova, born in 1280, was a professor at the University of Paris. He was one of the most important intellectuals that tried to rediscover Aristotle’s philosophical and political works. His most important writing was Defensor pacis, a very good example of lay thinking during the century. Marsilio asserted that the state was a natural institution based on Peace and Law and, therefore, he partially separated the politics from the religion. Although he wrote in the century, his ideas announced the modern paradigm of the state.

The paper gives a retrospective analysis of the contents of the concept war as a socio-political phenomenon and the changes therein in today’s conditions.The Russian Federation's military aggression against Ukraine demonstrates how fragile peace is where there are geopolitical interests. The lack of responsibility of the West, the insufficiency of the effort made, did not prevent its unleashing.
RĂZBOIUL ȘI EMERGENȚA NOII ORDINI MONDIALE

The article presents the emerging world order, anticipated by many complex events and poised to decisively reconfigure itself, as the war in Ukraine turns into a frozen conflict. War as a social phenomenon is presented both as an instrument of international law and as a danger of international disorder. It is demonstrated that in order to restore a new world order, it is necessary to conclude a balance of power and the repositioning of the elites. The correlation between the international order and the world order is analyzed. One of the countries with a difficult word to say in the future being China, its emergence as a superpower is justified. The author is of the opinion that, even under the conditions of globalization, or because of them, the new world order can only be a bipolar one.

Improving the social services system in the Republic of Moldova as a mission to improve them on certain aspects of encouraging and promoting the participation of civil society in the creation and development of social services; facilitating access to existing services for all, and last but not least, increasing their quality. Through the reform of public social assistance services, both at national and local level, it is intended to be responsible for the implementation of sectoral social policies in the field of family, child protection, the elderly and the disabled, or any other category of persons in situations of social difficulty.
