This article reflects aspects of public administration reform in Moldova in the context of implementing the integrity of civil . It is underlined the role of the human factor in public administration reforms and represents a comprehensive study on responsibility and integrity of the civil servant. In a democratic state, the performance of state functions firstly requires a better organization of the state apparatus and in particular, the administrative apparatus, and secondly, the apparatus should consist of professionally skilled employees who have incenti ves of performing well. Civil servants are public employees who serve the public interest through their performance. That is why attractiveness of the public serviceis considered a matter of good public governance. But, most of the problems in public administration emanate from political corruption and interference. The credibility gap between the political and administrative leadership is on the increase. Integrity of civil servants and prevention of corruption are two key elements needed highly required from the latter aiming at serving the public interest at best.

Domestic violence is among the most serious human rights violations facing contemporary society worldwide, in whatever form it takes. Also, domestic violence is a violation of certain norms of conduct protected by various legal instruments. This phenomenon present in everyday reality, both as a misdemeanor and as a crime. The crystallization and affirmation of the offense of domestic violence in the legal framework is the result of a long process. A process in which the solutions differ from one state to another.
Răspunderea agresorului familial pentru actele de violență contravenționale

Domestic violence is a universal phenomenon that does not choose society, individuals. At the opposite pole of harmonious relations between members of a family, where human rights and freedoms should exist, is domestic violence. Domestic violence against women differs from other forms of violence because both the perpetrator and the victim are members of the same family. The aggressor consolidates his power by dominating and discriminating against the victim. The problem is that the aggressor is a family member, which shows an obvious asymmetry between the proportions of acts of violence committed against women (in most cases). Therefore, the family aggressor should be held criminally liable for acts of domestic violence from a younger age, and the penalty should be much more severe than in the case of a simple misdemeanor.
ROLUL MIJLOACELOR DIGITALE ÎN REDIMENSIONAREA VIOLENȚEI ÎN FAMILIE

Violence has always been a part of human society’s existence, and its impact can be seen everywhere in the world. Currently, family violence being a topic that has been discussed a lot in recent years, it is a problem at the international level. Family violence has no ethnic origin, knows no age limits or geographical borders, it is a phenomenon of continuous changes in society. Today, family violence refers to more than physical, psychological aggressive behavior, because the aggressor aims to control, dominate the victim, using not only physical force, but also different digital means. Thus, the increasingly wide accessibility of the Internet, the rapid spread of digital tools and the widespread use of social communication platforms, in combination with the pandemic, represent a threat, but also a new stage in the evolution of family violence.

Domestic violence is one of the most serious and widesprend crimes that contemporary societis face, harming the human right and dignity of their membres. The phenomenon persists in all the states of the world, regardless of their political or economic organization, the welfare of the society, race and culture. States have a responsibility to respect, protect and fulfil the human rights of all their citizens. all reasonable measures have to be taken to prevent, investigate and punish domestic violence.
TENDINȚE DE EVOLUȚIE A VIOLENȚEI ÎN FAMILIE PRIN INTERMEDIUL MIJLOACELOR DIGITALE

Dintotdeauna, violența a fost parte a existenței societății umane, iar impactul acesteia poatefi văzut peste tot în lume. În prezent, violența în familie fiind un subiect despre care se discută foarte mult în ultimii ani, constituie o problemă la nivel internațional. Violența în familie nu are origine etnică, nu cunoaşte limite de vârstă sau frontiere geografice, ea este un fenomen al schimbărilor continue din societate. Astăzi, violența în familie se referă mai mult decât la un comportament agresiv fizic, psihic, deoarece agresorul are scopul de a controla, domina victima, utilizând nu numai forța fizică, dar și diferite mijloace digitale. Astfel, accesibilitatea din ce în ce mai largă a internetului, răspândirea rapidă a instrumentelor digitale și utilizarea pe scară largă a platformelor de comunicare socială, în combinație cu pandemia, reprezintă o amenințare, dar și o nouă etapă de evoluție a violenței în familie.

Domestic or family violence is one of the most serious and widespread crimes that contemporary societies face, harming the human right and dignity of their members. The phenomenon persists in all the states of the world. The impact of COVID-19 on domestic violence includes in particular the results of several studies on domestic violence that characterize the phenomenon before and after the isolation imposed by the spread of COVID-19.
