    ISTORIA ȘI EVOLUŢIA MĂSURĂRII PERFORMANŢEI ÎN SECTORUL PUBLIC

    Performance measurement started to be done since the end of the 19th century. In the first phase (which lasted until the 1980s) the focus was on financial indicators such as profit, profitability or productivity. This system was designed for industrial operations and aims to reduce costs, increase the efficiency of labor and the use of machines. The fact that everything is expressed in monetary terms makes it difficult to evaluate on two increasingly important scales lately: quality and time. In addition, the structure of the economy has changed, where services are increasingly important (where productivity is harder to quantify) and the cost structure has changed significantly. Another problem of these performance measurement systems is the inadequacy to the requirements of the public sector.
