    The very term ”interest”itself represents the concern of the individual to achieve a success, a advantage of any kind to satisfy certain personal needs. To understand more well the notion of personal interest is necessary, in advance to understand the differences between the notions of public interest and personal interest. Therefore, by “public interest” is meant that interest which involves the guarantee and respect by the state authorities of the rule of law and constitutional democracy, a rights, freedoms and fundamental duties of citizens, as well as satisfaction community needs.
