Taken together, political culture is a notion that reflects a very broad, multidimensional phenomenon. Political culture can “narrow or widen the realm of its real existence.” And the existing political system is based on that kind of political culture that prevails under the given conditions. The experience of the industrial states shows that in the pro- jects of modernization of the society their governing circles necessarily take into account the degree of ideologization of the conscience, the way in which social equity and other value orientations were understood. The modernization of these states was based, both on the achievements of world social thought and on the traditions of their own culture, on the cultural heritage, taking into account the particularities of the nation’s mentality. It is important to cultivate a rationalist thinking necessary for the process of modernization of our society, it is important, we believe, to propagate more intensely the ideas related to rational, moderate economic behavior. Compulsory general economic training of the masses is needed, in the realization of which an important role belongs to such social institutions as trade unions, entrepreneurs’ associations, the media.

In recent a few months, migration is a serious threat to the stability and prosperity of the Republic of Moldova. Now, the Republic of Moldova is the scene of political debates about the future of the community, the need to revise the fundamental agreements under which supra-state institutions operate. The crisis in which the Republic of Moldova is located has also been aggravated by the waves of refugees. The study addresses systemic migration, assessing the challenges and threats to Republic of Moldova security as an actor in international relations of every citizen. The author points out that this type of migration is caused by the invasion of Rusia on Ukraine. In closing, the author mentions that refugees should be treated carefully because marginalization and discrimination could deprive them of the possibility of social integration in the society of the destination country for those who wish and do their utmost to do so.

In this context, the war brings into question two of the main challenges for our country: dependence on Russian gas and the Transnistrian separatist region, supported by the Russian Federation. The state of war between these two states involved influences in all respects, both psychologically, socially and economically, and is also a security threat to our country.
