Deficitul de resurse financiare este cauzat de o serie de factori de diferită natură. Cunoaşterea factorilor de influenţă şi acţiunea lor permite managerilor să acţioneze în a şa manieră,încât să minimizeze efectele negative ale acestora. Totodată, identificarea factorilor de influenţă joacă un rol important în determinarea cauzelor, în special a lipsei sau deficitului de resurse financiare , precum şi în găsirea soluţiilor de depăşire a situaţiilor de criză.

Background. Waste collection, transport, processing, and disposa l are important for both environmental and public health reasons. Different elements have been proposed to reduce, reuse, recycle, recover energy and finally dispose of municipal solid waste, but the environmental impacts of these are controversial. Severa l studies of the possible health effects on populations living in proximity of landfills and incinerators have been published and both landfills and inci - ne rators have been associated with some harmful effects over the quality of life. Consequently, there is controversy over the possible health implications of waste management policies and both policy makers and the public require more in - for mation on the likely health impacts (and importantly, the associated nature and extent of the uncertainties). Obje ctives. The purpose of this paper is to underline the possible social and economic effects caused by Municipal Solid Waste Management Policies. Data and Methods. The method of analysis, synthesis method, logic and dialectic method, normative method, the st udy of statistical sampling and time series, personal observations, and monographic studies were used for drafting this article. Results. The expected result of MSW Management in several regions of the Republic of Moldova can significantly improve the qual ity of public health.
