ACȚIUNILE EXTERNE ALE UNIUNII EUROPENE DE PREVENIRE A UNOR FORME DE DISCRIMINARE
    (CEP USM, 2024) Beniuc, Liliana

    (2025) Beniuc, Liliana
The origins of the European Union’s security and defense framework trace back to the late 1940s and early 1950s with the initiation of various European cooperation projects. Over the decades, this framework evolved, incorporating the European Political Cooperation and culminating in the Common Foreign and Security Policy (CFSP) established by the Maastricht Treaty in 1992. The operationalization of the European Security and Defense Policy (ESDP) in the late 1990s marked a significant development, further solidified by the Lisbon Treaty in 2009, which rebranded ESDP as the Common Security and Defense Policy (CSDP). Third-country involvement in EU security and defense has become crucial, providing diverse capabilities and political support. This article examines the mechanisms and frameworks that facilitate third-country participation in EU missions, highlighting the mutual benefits and strategic importance of these partnerships in enhancing both EU and global security.

CONTRIBUȚIA UNIUNII EUROPENE LA PACEA ȘI SECURITATEA GLOBALĂ
    (CEP USM, 2024) Beniuc, Liliana
The article analyzes the European Union's contribution to maintaining peace and security in Europe and globally, based on the applicable normative acts, such as the Treaty on European Union, the Lisbon Treaty, the EU Global Strategy for Foreign and Security Policy, and the EU Strategic Compass. To characterize the EU's role as an international actor, the Union's relations with the UN, NATO, and partner states, including the EU's defense capabilities, were outlined. Vulnerabilities and threats to global peace and security were described during the Covid-19 pandemic and the military invasion of Ukraine by Russia. Given that sanctions are among the primary instruments of the EU's common foreign and security policy, the variety and context of their adoption were analyzed. The capacity for conflict prevention, peace promotion, and international security consolidation was examined through the description of objectives and budgets of the European Defense Fund and the European Peace Instrument. The circumstances created by Russia's military invasion of Ukraine necessitated highlighting traditional and hybrid threats to the EU's peace and security, including at the global level. The role of the EU in defending the peace and security of the Republic of Moldova was reflected in the description of the European Peace Instrument.

INTEGRAREA EUROPEANĂ PRIN PRISMA FEDERALIZĂRII UNIUNII EUROPENE
    (CEP USM, 2024) Beniuc, Liliana
The article explores the evolution of the idea of European federalism and the federalist movement in the first half of the 20th century, highlighting the concept of “Europeanism” as a political and ideological expression of various visions of European unity. The research methods include historical and comparative analysis of documents and writings by theorists such as Immanuel Kant, Jean-Jacques Rousseau, and William Penn, alongside the study of contributions from major post-war European political figures. The main findings underscore the role of the Treaty of Paris (1951) and the establishment of the European Coal and Steel Community, the European Atomic Energy Community, and the European Economic Community in shaping contemporary European federalism. The paper emphasizes the challenges of implementing federalism, such as harmonizing national legislations and the competencies of national governments with those of the European Union. Additionally, the success of EU federalization depends on respecting the historical, economic, and cultural traditions of member states and maintaining a balance between Union and national competencies to mitigate centrifugal forces and stimulate cooperation.
