    STRATEGIA DE REFORMĂ A ADMINISTRAȚIEI PUBLICE DIN REPUBLICA MOLDOVA PENTRU ANII 2023-2030: OPORTUNITĂȚI ȘI IMPEDIMENTE PRIVIND MODERNIZAREA ADMINISTRAȚIEI PUBLICE

    Under the conditions of the status of a candidate country for the accession to the European Union, the Republic of Moldova must fulfill the conditionalities established by the European Commission, among which is the one regarding the modernization of the public administration. In this sense, the „Public Administration Reform Strategy of the Republic of Moldova for the years 2023-2030” was developed and submitted to public consultations. This „represents a unitary, coherent and comprehensive policy document that describes the vision, purpose, objectives, actions and resources necessary for the process of improvement/transformation of the public administration in the Republic of Moldova. At the same time, the analysis of the Strategy reveals conceptual problems that affect its quality and risk compromising the achievement of the intended objectives. In part, it is about the transversal inconsistency regarding the regulation of the dimensions/components of the Strategy, but also the lack of a coherent vision regarding the reform of the public administration based on the decentralization of power according to the principle of subsidiarity.
