The research attempts to clarify the difficulties encountered in the implementation of this legislative framework in the context of the continuous aggravation of environmental problems. The challenges identified stem from the negligence of central and local authorities, economic structures, as well as the shortage of qualified specialists and the non-existence of a developed environmental culture.
